남중국해의 현저한 해양 안보 도전과 전쟁의 안개

고대부터 영토, 나아가 국가를 방어하는 능력은 기본적인 가치로 여겨져 왔다. 국방과 보안은 공공재다. 전쟁을 계획할 때 정부는 전쟁의 예측 가능한 경제적, 사회적 결과를 평가하고 무력 충돌로 인한 의도하지 않은 결과도 고려해야 한다. 전쟁에서는 군사력, 경제력, 대내외적 압력, 그리고 대중의 반응이 정책결정 과정에 필수적으로 결합된다.

카를 폰 클라우제비츠(Carl von Clausewits)는 전쟁은 다른 수단을 통한 정치의 연속이라고 말했다. 그는 한 국가가 적의 저항 수단과 의지를 파괴하기 위해 모든 도덕적, 물질적 힘을 동원해야 한다고 강조했다. 존 스퇴신저(John Stoessinger)는 과거 전쟁의 원인은 “결국 사람에 의해 시작된” 전쟁이었기 때문에 “문제의 인간적 본질”을 고려하지 않았다고 주장했다. 전쟁은 사냥의 연장선상에 있었고 비슷한 무기와 전술을 사용했다. 인구가 증가함에 따라 국가간 경쟁은 더욱 치열해졌고 전쟁은 더욱 파괴적인 양상을 보였다. 이러한 추세는 국가가 전쟁에 나설 때마다 승리를 보장하기 위한 군사적 준비의 발전으로 이어졌고, 이는 상비군 조직을 위한 길을 열었다.

지도자는 국가를 전쟁으로 이끄는 데에 있어 중요한 역할을 한다. 필리핀의 경우 가장 중요한 질문은 ‘시진핑이 남중국해에서 필리핀과의 전쟁을 원할 것인가’이다. 2024년 IISS 아시아 태평양 지역 안보 평가 보고서에 따르면 남중국해 내 중국의 군사 및 해양 안보 자산이 더욱 위협적으로 증가했다고 지적했다.

필리핀은 필리핀 루손 섬에서 118마일 떨어진 곳에 위치한 스카보러 숄이 자국의 배타적 경제수역 내에 있다고 주장하고 있다. 중국은 이 곳을 황옌다오(黄岩岛)라고 부르며 영유권을 주장하고 있다. 최근 남중국해에서 두 나라가 전쟁 직전까지 갈 수 있을 만큼 긴장을 고조시킨 사건들이 발생했다. 첫째, 중국 정부는 황옌다오에 인접한 영해의 경계선을 획정하고 선포했다. 둘째, 중국 인민해방군 남부 사령부는 모든 인원과 장비가 완전한 전투 준비 태세를 유지하고 우발적 확대 또는 외부 공격에 대응할 준비가 되어 있는지 확인하기 위해 전투준비 순찰을 실시했다. 셋째, 지난 2024년 12월 19일 필리핀 수산 및 수산자원국 항공기가 스카보러 숄 상공에서 언론인들을 태우고 비행하었는데, 필리핀 데일리 인콰이어러의 기자들은 중국 호위함인 시안닝 호가 해당 항공기에 중국 “영공” 상공에 있다고 경고하는 무전을 40회 보냈다고 밝혔다. 또한 비행기에 탑승한 기자들은 이 지역에서 여러 대의 중국 군함과 경비함을 목격했다. 넷째, 중국 해군과 공군은 지난해 12월 30일 두 번째 전투준비태세 순찰을 실시했다. Su-30 전투기 2대, H-6K 폭격기 1대, 산시 Y-8 수송기 1대 등 여러 대의 군용기와 대형 구축함인 샹앙함을 필두로 한 해군 함정 3척이 배치되었다. 다섯째, 중국 해안경비대 5901함이 필리핀 배타적 경제수역에 해당하는 잠발레스의 카포네스 섬에서 목격되었다. 중국과 같은 적대국의 경우 군사력 과시는 실제 군사작전을 개시하려는 정치적 의지를 숨기거나 대규모 군사작전의 서막이 될 수 있다. 군사훈련은 복합적인 위협 수단으로 사용되어 온 만큼, 중국은 군사 훈련의 맥락에서 법적 회색 지대를 계속 악용하고 있다.

중국은 “적의 굴복을 강요”하는 방법으로 “적극적 방어 억지”라는 교리를 군사 전략의 핵심요소로 추구해왔다. 마찬가지로 중국의 전략은 국가가 대상의 행동에 영향을 미치기 위해 취하는 구체적인 행동으로 구성된 토마스 셸링의 “강압” 전략을 사용한다. 이러한 행동은 무력 사용의 간접적이고 심리적인 효과를 보여준다. 국가의 이익에는 주권, 역사적 권리, 평판 및 지위와 같은 무형의 요소가 포함된다. 중국은 특정 사안에 대한 무력 사용 결의를 알리기 위해 라디오와 같은 대중 통신수단을 사용한다. 간단히 말해, 중국은 명확한 메시지를 보내며 상대국가에 자국의 힘과 결의를 나타내는 것이다.

이러한 상황은 필리핀의 군사적 대비의 중요성을 강조하게 한다. 국가는 언제, 어디서, 누구와, 어떤 이유로 (방어적으로) 싸워야 할지를 포함하여 주변 환경에 존재하는 잠재적 전쟁 원인에 대한 인식을 바탕으로 전쟁에 대비할 수 있다. 필리핀은 계속해서 평화적 수단을 추구하고 있지만, 동시에 언제, 어디서, 누구를 상대로, 어떤 상황에서 군대가 싸워야 할지 또한 결정하고 그에 따라 준비해야 한다. 페르디난드 마르코스 주니어 대통령은 ‘레드라인’을 설정하며: “남중국해에서 고의적인 행위로 인해 필리핀 군이나 시민이 사망하는 것은 필리핀이 “전쟁 행위”로 인식할 수 있다”고 말했다. 군사적 대비의 두 번째 요소는 과거의 전쟁을 연구하고 전쟁의 성공과 실패를 좌우하는 요인에 대한 교훈을 얻음으로써 전쟁의 안개를 뚫는 것이다.

필리핀의 대응은 다음 세 가지로: a.) 경제발전과 국가안보를 위한 해양정책을 강화하는 필리핀 해양 구역법 및 필리핀 군도법을 통해 해양 영역에서 국제법을 준수하고, b.) 미국, 일본, 호주 및 유럽연합과의 안보동맹을 강화하며, c.) 미국으로부터 미사일 구매 및 자주국방태세활성화법을 통한 군수산업단지 개발을 기반으로 하여 군사 현대화 프로그램을 발전시키는 것이다.

그러나 필리핀의 대응에는 네 번째 전략적 요소인 전쟁 가능성에 대비한 대중의 확고한 지지가 심각하게 결여되어 있다. 필리핀 정부는 필리핀의 방어능력과 향후 전쟁이 발생할 경우 싸울 의지에 대한 솔직한 공개토론에 국민들을 참여시켜야 한다. 필리핀 의회가 다른 국가를 상대로 전쟁을 선포하려면 국민들의 전폭적인 지지가 필요하다. 필리핀인의 전투의지는 애국심의 반증이자 승리에 대한 결의이다. 또한 대중의 지지는 중국의 군사력에 대한 인식과 인지전의 영향을 받기도 한다. 필리핀 국민들은 오판의 가능성을 줄이기 위해서라도 중국의 강압적인 행동을 경계해야 한다. 전쟁을 해야 할 도덕적 이유가 명확하다면 전쟁에 대한 대중의 정서를 정확히 파악할 필요가 있다. 이 경우 매우 강력한 적을 상대로 한 전쟁에 대한 대중의 지지를 얻고 유지하는 것이 중요하다. 또한 전쟁에 대한 지표를 개선할 필요도 있다.

중국이 전투준비 순찰을 정기적으로 실시하면서 필리핀이 주장하는 ‘레드라인’을 넘을 경우, 전쟁 발발 문제에 대한 대중의 참여가 지연되면 필리핀은 높은 수준의 무방비 상태에 놓일 위험이 있다. 일례로 남중국해에서 중국 해안경비대 함정이 필리핀 보급선을 고의로 들이받아 필리핀 해군 장병이 중상을 입은 사건이 있었다. 만약 해군 장병이 더욱 심각한 부상을 입었다면 중국과의 전쟁 시나리오로 발전할 수도 있었을 것이다.

필리핀은 중국과의 전쟁 가능성에 대처하는 대만의 노력에서 교훈을 얻을 수 있다. 대만에 대한 중국의 공격을 막기 위해서는 대만의 유형적 군사능력과 무형의 저항의지가 필수적이다. 이와 관련해서 세 가지 요소가 확인되었는데, 첫째, 정당 정체성은 미국의 안보 공약에 대한 대만 응답자들의 견해에 큰 영향을 미친다. 예를 들어, 현재 진행중인 러시아-우크라이나 전쟁에서 미국 정부의 파병 철회 결정은 미국의 안보공약에 대한 대만인의 신뢰를 떨어뜨렸다. 둘째, 미국의 안보공약에 대한 응답자의 인식과 대만군의 방어능력에 대한 신뢰는 상관관계가 있다. 미국의 대만 파병을 믿는 응답자 중 약 4분의 3이 대만군의 방어능력에 대한 자신감을 나타냈다. 미국이 대만을 방어하기 위해 군대를 파견할 것이라고 생각하지 않는 응답자 중 4분의 3은 대만군의 방어능력을 신뢰하지 않는다고 답했다. 이러한 경향은 대만 국민들이 대만의 국방력을 평가할 때 자국 군과 미군의 통합된 능력을 고려한다는 것을 설명한다. 대만군의 능력에 대한 대만 국민들의 견해에 따라 대만군의 전투의지가 결정된다. 중국이 대만을 침공할 경우 대만군에 대한 신뢰를 표명한 응답자의 대다수는 대만을 방어할 의지도 보였다.

중국의 전투준비 순찰대 배치(명백한 군사력 과시)로 인해 남중국해의 긴장이 고조되면서 필리핀이 지속적인 군사 대비태세를 갖춰야 할 필요성이 강조되고 있다. 필리핀이 충분히 준비되지 않은 상태에서 예기치 않게 전쟁을 치르게 되면 그 대가는 매우 클 것이다. 평화 기간 동안 지속적인 군사대비를 유지하기 위해서는 전쟁의 기능과 영향, 반전 조치에 대한 지도자와 국민들의 포괄적인 관점과 이해가 필요하다.

필리핀은 국가가 안정을 이루기 위해 조화로운 관계를 유지해야 한다는 유엔의 이상에 동의한다. 필리핀은 중국의 필리핀 영토에 대한 강압적인 행동에 대처하기 위해 유엔 해양법 협약에 따라 가능한 모든 법적 수단을 계속 동원하는 한편, 전쟁 가능성에 대비해 자국민이 대비할 수 있도록 도와야 한다. 남중국해에서 중국의 악의적인 행동에 대응하기 위해 주로 국제법에 의존하려는 필리핀의 노력은 장기적으로 불충분한 것으로 판명될 수 있다. 그러한 만큼 필리핀은 국민들이 필요할 때 자국 영토를 지키기 위한 강력한 결의를 보여줄 수 있도록 준비하고 독려하며 전쟁의 안개를 뚫고 나아가야 한다.

Salient Maritime Security Challenges and the Fog of War in the South China Sea

Since antiquity the ability to defend a territory, and later, a state, was regarded as a basic value. Defense and security are public goods. In planning for war, governments need to assess the foreseeable economic and social consequences of war and account for the unintended consequences of armed conflict (De Wet & Liebenberg, 2012). In war, military capability, economic prowess, internal and external pressures and public reaction combined as integral inputs of the policy process (Singh, 2000).

Karl von Clausewitz stated that war is the continuation of politics by other means.  He emphasized that a nation must bring to bear its full moral and material forces to destroy the enemy’s means and will to resist (Von Clauswitz, 1974). Stoessinger contends that the causes of past wars had not taken into account the “human essence of the problem”, since wars were “after all begun by people” (Stoessinger, 1993). Warfare represented an extension of the hunt and utilized similar weapons and tactics. With increasing population growth, the competition among states became more intense and warfare more devastating. This trend led to the development of military preparedness to guarantee victory whenever the nation went to war, which paved the way for the organization of standing armies (Preston, et. al., 2001).

Leaders play a significant role in propelling nations into war. In this case, the most important question is this: Does Chinese Premier Li Jinping want war against the Philippines in the South China Sea? The IISS Asia Pacific Regional Security Assessment of 2024 pointed out that China’s military and maritime security assets in the South China Sea has grown more threatening (Institute of International Security Studies, 2024).

The Philippines claims Scarborough Shoal, (locally known as the Bajo de Masinloc) which is located 118 miles from the Philippine island of Luzon, is known to be within the country’s Exclusive Economic Zone. China has claimed the shoal and calls it Huangyan Dao. Recent events contributed to heightened tensions in the South China Sea that may lead these two nations into the brink of war. First, the Chinese government delimited and declared the baselines of the territorial sea adjacent to Huangyan Dao (Xinhua, November 11, 2024). Second, the People’s Liberation Army Southern Theater Command implemented combat readiness patrols to ensure that all personnel and equipment remain in full combat readiness and ready to respond to any accidental escalation or external attacks (Global Times, November 14, 2024). Third, a Philippine Bureau of Fisheries and Aquatic Resources aircraft flew a group of journalists over Scarborough Shoal last December 19, 2024. Reporters from the Philippine Daily Inquirer stated that Xianning, a Chinese frigate, sent 40 radio challenges to warn the plane that it was over Chinese “territorial airspace.” Moreover, the journalists in the flight observed several Chinese warships and patrol cutters in the area (USNI, January 1, 2025). Fourth, the Chinese navy and air force conducted a second combat readiness patrol last December 30. Several military aircraft, consisting of two Su-30 fighter jets, an H-6K bomber and a Shaanxi Y-8 transport plane, and three naval ships led by a large destroyer,  Xianyang, were deployed (Benarnews, December 30, 2024). Fifth, Chinese Coast Guard vessel 5901 was monitored along Capones Island, Zambales which consists of another case of maritime intrusion into the Philippine Exclusive Economic Zone ( Manila Standard, January 5, 2025). For an adversarial nation such as China, the show of military might may conceal political will to launch real military operations or it could be a prelude to large-scale military operations. Military exercises have been used as a hybrid threat instrument. China continues to exploit legal grey zones within the context of military exercises (Siekiera, 2024).

The People’s Republic of China has pursued as an integral part of its military strategy the doctrine of “active defense deterrence” as a way to “compel an adversary to submit” (Koven, et. al., 2024). Likewise, China’s strategy employs Thomas Schelling’s use of “coercion”, which consists of specific actions undertaken by a state to influence the behavior of a target. These actions showed the indirect and psychological effects of using armed force. The interests of the state encompass intangible factors such as the norms of sovereignty, historic rights, reputation, and status. China uses public communications such as radio challenges to communicate its resolve to use force in particular issues. In brief, China uses clear signaling to portray strength and resolve to its targeted state (Siebens, 2024).

These developments highlight the importance of military preparedness on the part of the Philippines. A country can prepare itself for war based on its perception of the potential causes of war that existed in their environment – including who they might have to fight where, when and for what reason, in this case, defensively. While the Philippines continues to pursue peaceful means, the country’s leadership needs to determine when, where, against whom and under what circumstances its armed forces might be required to fight and then prepare accordingly. President Ferdinand Marcos, Jr. has identified the “red line” (an event or occurrence that is deemed unacceptable): “Any Filipino serviceman or citizen killed by a willful act in the South China Sea comes very close to what the Philippines defines as “an act of war.” (The Straits Times, June 1, 2024). The second element of military preparedness is penetrating the fog of war by studying past wars and gaining lessons learned on factors that governs success or failure in war (Visser, 2012).

The Philippine response is three-pronged: a.) adhering to international law in the maritime domain through the Philippine Maritime Zones Act and the Philippine Archipelagic Sea Lanes Act, which reinforce maritime policies for economic development and for national security; b.) enhancing security alliances with the US, Japan, Australia and the European Union; and, c.) advancing its military modernization program through the purchase of Typhoon missiles from the US and the development of the military-industrial complex through the Self-Reliant Defense Posture Revitalization Act.

However, the Philippine response seriously lacks a fourth strategic component: firm public support in case of the possibility of war. The Philippine government needs to start to engage the local population in a frank public discussion of the country’s capacity for self-defense and the resolve to fight in case of possible war in the future. For Philippine Congress to declare war against another country, it needs the full support its citizens. The Filipino will to fight is a function of patriotism (love of country)  and the resolve to win. Furthermore, it is also impacted by the public perception of Chinese military might and China’s cognitive warfare. Filipinos need to be wary of Chinese coercive actions, as the risks of miscalculation are high. There is a need to measure public sentiment on going to war if there is a moral reason to do so. Achieving and sustaining public support for going to war, in this case, against a very powerful adversary, is important. There is also a need to enhance the metrics on war.

Any delay in public engagement on the issue of going to war may risk a high level of unpreparedness on the part of the Philippines in the event of China’s “crossing the red line” during the regular implementation of its combat readiness patrols. A case in point is the maritime collision in the South China Sea which was caused by a Chinese Coast Guard vessels’ intentional-high speed ramming of a Philippine supply ship that resulted in the serious injury to a Filipino navy personnel (Voice of America, June 18, 2024). If the navy personnel had succumbed to his serious injuries, a war scenario with China would have evolved eventually.

The Philippines could learn from Taiwanese efforts in handling the possibility of war with China. Taiwan’s tangible military capabilities and intangible will to resist are essential to the prevention of Chinese attacks against Taiwan (Lee, 2022). Three essential factors were identified. One, political party identification has a strong impact on Taiwanese respondents’ views on U.S. security commitment. For example, the U.S. government’s decision to abstain from deploying troops in the ongoing Russo-Ukrainian War has diminished Taiwanese confidence on U.S. security commitments. Two, respondents’ perception of U.S. security commitment and confidence in the Taiwanese military’s ability to defend are correlated. Among the respondents who believed in U.S. deployment of troops to Taiwan, about three quarters exhibited confidence in the Taiwan military’s ability to defend. Among respondents who did not think the U.S. would send troops to defend Taiwan, three quarters were not confident in the defense ability of the Taiwan military. This trend explains that when the Taiwanese people evaluate the island’s defense, they consider the combined capabilities of their military and the U.S. military. The Taiwanese public’s views of the Taiwanese military’s ability determines its resolve to fight. If China invades Taiwan, the majority of the respondents who expressed confidence in the Taiwanese military also showed willingness to defend Taiwan (Lee, 2024).

The heightened tensions in the South China Sea, which is exacerbated by China’s deployment of combat readiness patrols (a distinct show of military might), highlights the need for the Philippines to achieve sustained military preparedness. The costs are high if the Philippines unexpectedly goes to war insufficiently prepared. Sustained military preparedness during peace time requires a comprehensive perspective and understanding of leaders and the local population about the functions and impact of war and anti-war measures.

The Philippines subscribes to the ideal of the United Nations, where states must maintain their relations in a harmonious manner in order to achieve stability. While the Philippines continue to exhaust all legal means available under the United Nations Convention on the Law of the Sea to deal with Chinese coercive actions into its territory, the country should help prepare its citizens for the possibility of war. Philippine efforts to primarily rely on international law to counter the malevolent actions of China in the South China Sea may prove to be insufficient in the long run. By dealing with the fog of war, the Philippines must prepare and encourage its citizens to show strong resolve to defend its territory, when, and should the need arise.
