2025년 트럼프 정부와 인도-태평양 전략

개요

2024년 미 대선은 미국뿐만 아니라 전세계 그 어떤 선거보다도 가장 큰 관심을 모았다고 해도 과언이 아니다. 하지만 그 결과는 꽤 빨리 나왔고, 미국의 대중은 “미국을 다시 위대하게” 만들고자 한다는 것이 드러났다.

트럼프와 미국인들이 갈망하는 위대함은 근본적으로 매우 자국 중심적인데, 그렇기 때문에 미국의 예측 불가능성을 우려하는 전문가들의 견해와는 다르게 트럼프가 세계를 “거래로 접근”하는 투명한 목적을 고려한다면 미국의 대외정책은 상대적으로 예측 가능하다. 트럼프는 과거 꾸준히 미국이 더 이상 세계의 경찰이 아니며, 적절한 금액이 지불되지 않는 이상 안보나 그 어떤 이익도 제공하지 않을 것이라는 것을 강조해왔다.

그러나 트럼프의 외교 논리와 기존에 알려진 국제협력 인식 사이에는 간극이 존재한다. 미국의 동맹국들은 상호 협력적인 관계와 발전을 희망하며 미국과 그 리더십에 의존해왔다. 하지만 트럼프는 외교를 사업 협상과 같이 대하며, 아무리 오랜 동맹국이라 할지라도 우정을 끝내는 것을 두려워하지 않는다. 이러한 와중 트럼프는 중국에 상당히 적대적이어서 1기 행정부 당시 중국의 확장을 억제하는 데에 역량을 집중했다. 트럼프의 강력한 반(反)중국정책은 중국과 군사적 긴장관계를 유지하고 있는 대만과 필리핀과 같은 나라들에게는 이득이 될 수도 있다.

게다가, 북한 김정은과 러시아 푸틴과의 수수께끼 같은 트럼프의 관계는 방정식에 더 많은 미지수를 더하며 안보 리스크 계산을 어렵게 하고 있다. 이는 지난 6월 북한과 러시아가 맺은 안보협정과 북한의 러시아 파병 등을 고려할 때 대한민국에 특히 심각한 난제가 될 것이다.

이러한 불확실성 속에서, 트럼프의 다음 행보에 대한 정확한 예측과 그의 예측 불가능성에 대한 다층적인 준비는 인도-태평양 동맹국과 파트너 국가들에게 개별적으로나 전체적으로나 매우 시급하다. 다자 동맹체제인 나토(NATO)와 달리, 아시아의 우방국들은 양자 혹은 소다자 협의체를 구성하고 있어 트럼프의 영향력은 유럽에서보다 더욱 중요하게 작용할 것이다.

對 중국 정책

트럼프의 정책 중 가장 예측이 가능한 것은 반중국정책일 것이다. 1기 재임 당시, 미국과 중국 사이에 벌어진 무역전쟁은 국제경제에 지대한 영향을 미치는 주요 이슈였다. “미국 우선주의” 입장 아래에서 트럼프 행정부는 거의 모든 수입품에 관세를 부과하였고, 세계에서 가장 큰 제조공장과 노동시장을 보유한 중국은 반미정책으로 맞대응했다. 트럼프 2기 정부도 중국과 이러한 보복을 주고받을 가능성이 높다.

트럼프 1기 당시와 가장 다른 점은 중국의 경제이다. 중국은 현재 부동산 시장 침체로 인한 심각한 경제위기를 겪고 있다. 과거 미중 무역전쟁은 압도적인 승자 없이 무승부로 끝났다. 당시 중국의 경제는 국제정치에서의 영향력과 함께 꾸준히 성장하고 있었고, 미국은 효과적으로 중국을 견제하지 못했다. 결국 2023년, 바이든 대통령은 시진핑과 대화를 시작하며 대중관계를 개선시켰다. 하지만 2025년의 중국은 과거만큼 강하지 못할 수 있으며, 트럼프 2기 행정부는 1기때보다 중국에 더 큰 위협이 될 수 있다.

그러한 와중, 트럼프가 쿼드(Quad)와 오커스(AUKUS)에서 탈퇴할 것인지는 미중관계의 판도를 바꿀 수 있는 또다른 변수이다. 동맹과 협력체에 대한 트럼프의 견해는 상당히 부정적이고, 그는 국제 혹은 지역 협력체에 더 참여하고 싶지 않아 한다. 많은 전문가들이 이미 트럼프의 복귀에 따른 쿼드와 오커스의 붕괴에 대한 우려를 드려냈고, 향후 백악관의 결정에 귀추가 주목되고 있다. 쿼드와 오커스는 중국 및 인도-태평양 이슈에 구조적으로 대응하기 위해 결성된 범지역적 협력체들이다. 만약 미국이 쿼드나 오커스, 혹은 둘 다로부터 탈퇴를 한다면, 이는 역내 미국의 리더십의 쇠퇴 신호로 여겨질 수 있으며, 오히려 중국에게 반격의 기회를 제공할 수 있을 것이다.

對 동북아 정책

동북아 국가들은 아마 가장 복잡한 위치에 놓여있을 것이다. 동북아의 주요한 세 국가인 대한민국, 일본, 대만은 미국과 동맹이거나 가까운 우방국이다; 하지만 삼국 모두 트럼프 1기 정부 당시 어려움을 겪었다. 트럼프는 군사 방어와 안보 협약 등에 대한 대가로 높은 방위비를 청구할 것이라는 게 일반적인 전망이다.

일본은 미국의 가장 가까운 동맹국 중 하나이지만, 소위 배신이라 여겨질 수 있는 경험을 했었다. 아베 신조 전 일본 총리는 트럼프와 좋은 관계를 유지한 몇 안되는 지도자 중 하나로 알려져 있다. 아베는 트럼프 하에서의 미일관계가 과거와는 다를 것이라는 것을 간파하였고, 그는 정부 차원의 외교에서 개인 단위의 외교로 접근법을 바꿨다. 아베의 계속된 선물과 호의에 힘입어 두 지도자들은 밀접한 관계를 유지했다.

하지만, 트럼프는 2018년 일본산 철강에 관세를 부과하였고, 이는 2022년 바이든 정부에서 원상복귀 되었다. 이에 더해, 일본은 2018년 11개국의 자유무역 협의체인 포괄적・점진적 환태평양경제동반자협정(CPTPP) 설립에 주도적인 역할을 하였는데, 이는 트럼프가 2017년 전신인 환태평양경제동반자협정(TPP)에서 탈퇴하였기 때문이다. 일본은 현재 트럼프 복귀에 대한 만반의 준비를 하고 있으며, 이시바 시게루 일본 총리는 아베와 같이 인간적인 관계를 기대하며 트럼프를 만나길 희망하고 있다.

대한민국 또한 지출을 지키기 위한 준비를 하고 있다. 트럼프는 계속해서 대한민국이 충분한 방위비를 내지 않고 있으며, 자신이 당선이 되면 100억 달러를 청구하겠다고 주장해왔다. 또한 대한민국 경제는 수출에 크게 의존하고 있는 만큼, 트럼프의 관세는 자동차와 반도체 등과 같은 주요 산업에 직간접적인 영향을 미칠 것이다.

대한민국은 현재 러시아의 우크라이나 침공, 북한의 러시아 파병, 그리고 김정은과 푸틴과의 트럼프의 관계 등을 고려할 때 더욱 어려운 위치에 놓여있다. 2019년 하노이 회담이 실패로 돌아간 후, 트럼프와 김정은의 관계는 빠르게 냉각되었고, 이후 북한은 대한민국과 미국을 겨냥한 핵과 미사일 개발을 계속해왔다. 또한, 많은 전문가들은 만약 트럼프가 우크라이나와 러시아 사이의 전쟁을 끝내고자 한다면, 그는 러시아에 유리한 중재를 할 가능성이 높으며, 여기서 북한 또한 참전국으로서 기회를 활용할 것이라 우려하고 있다. 이는 남북관계의 힘의 균형에 큰 변화를 가져올 수 있으며, 핵과 관련한 미국과의 협상에서 북한이 우위에 설 수 있다.

한편 대만에게 있어 트럼프는 대만해협에서의 불확실성을 높일 수 있다. 비록 시진핑이 2024년 1월 대만 대선을 전후하여 대만 통일에 대한 의지를 강하게 내비쳤지만, 바이든 행정부는 당근과 채찍 전략을 통해 대만 문제를 관리 가능한 수준으로 유지하기 위해 노력하였다. 라이칭더 대만 총통은 미국의 지원을 바라는 와중 바이든은 “하나의 중국” 원칙을 지지한다고 표명하는 등, 워싱턴과 타이페이의 정교한 톤의 균형은 베이징으로 하여금 군사적 긴장감을 높일 명분을 주지 않았다.

만약 트럼프가 협상의 여지없이 중국 수출품에 높은 관세를 부과한다면, 중국의 경제적 압박에 대한 반발이 다른 형태로 투사될 가능성이 있으며, 대만이 가장 큰 피해자가 될 수 있다. 대한민국과 일본과 달리 대만은 미국과 상호방위협약을 맺은 동맹국이 아니며, 미국이 대만을 군사적으로 보호할 가능성은 여전히 모호한 상태이다. 아프가니스탄 철수, 이스라엘-하마스 분쟁, 그리고 러시아-우크라이나 전쟁에서 알 수 있듯이 바이든 행정부는 미국이 동시에 발생하는 글로벌 이슈에 한꺼번에 대응할 수 없다는 것을 보여줬다. 트럼프가 바이든보다 더 나을 것이라는 명확한 증거는 아직 없으며, 몇몇은 트럼프가 오히려 이러한 위기를 악용하여 대만뿐만 아니라 다른 동맹과 우방국들에게 높은 방위비를 얻어낼 것이라 우려하고 있다.

對 동남아 정책

동남아시아에서의 트럼프 효과는 중국과 동북아에 비해 상대적으로 옅을 수 있다. 대체로는 트럼프의 강한 대중국 정책이 동남아시아를 새로운 제조 중심지로 만드는 기회가 될 수 있다고 보는 견해가 일반적이다. 하지만, 장기적으로 관세가 큰 짐이 될 것이며, 특히 저가의 수출품에 집중하고 있는 국가들에게는 더욱 크게 영향을 미칠 것이다. 더욱이, 군사독재나 인권문제와 같은 개발도상국들의 국내문제에 대한 트럼프의 무관심이 수정주의 국가인 중국이 역내에서 영향력을 넓힐 수 있는 돌파구로 작용할 것이라는 우려 또한 존재한다.

미중관계에서 표면적으로 가장 큰 혜택을 입을 수 있는 국가는 필리핀일 것이다. 필리핀은 남중국해 내에서 중국이 주장하는 9단선에 대한 대항의 최전선에 서 왔으며, 실제 스프래틀리 군도 주변에서 몇 차례 물리적 충돌도 겪었다. 최근 마닐라는 중국의 도발에 대응력을 강화하고 트럼프와도 관계를 유지하기 위해 미국뿐 아니라 일본과도 안보 동맹을 확대했다.

하지만, 트럼프가 동맹의 가치를 지키고 필리핀을 지원할지에 대해서는 미심쩍은 부분이 있다. 미국의 대중국 정책이 필리핀에게 이득이 될 가능성은 있지만, 이는 의도된 결과이기 보다는 운 좋은 파생효과에 더 가까울 것이다. 트럼프는 대한민국과 같이 높은 방위비를 청구할 것이며, 미국과 필리핀의 협력이 없다면 남중국해에서 중국의 도발은 계속될 것이다.

필리핀 외에도 트럼프의 영향력은 역내 각 국가들에게 다양한 형태로 드러날 것이다: 베트남은 현재 저가 수출 경제에서 인적자본 개발과 혁신에 집중한 경제 체제로의 전환을 도모하고 있는데, 이러한 노력은 트럼프의 관세로 인해 좌절될 가능성이 있다. 미얀마의 군사정부는 여전히 중국의 지원을 받으며 건재하고, 나아가 아세안 국가들에 대한 중국의 영향력은 트럼프의 무관심이 계속될수록 커질 것이다.

결론

“예측 불가능한”이란 표현은 트럼프와 그의 정책을 설명하는데 가장 많이 쓰인 단어지만, 그는 미국과 미국의 이익만 고려한다는 점에서 어느정도 투명성을 보이고 있다. 그는 모든 움직임을 거래로 여기며, 오로지 얻을 수 있을 때에만 내준다. 그는 간접적이거나 장기적인 소득에는 관심이 없고, 동맹국과 우방국과 같은 전통적인 단어들은 그에게 의미 없는 정치적 수사일 뿐이다. 그는 이익을 취할 수만 있다면 동맹국에게 등을 돌리고 적대국과 악수할 수 있다는 점을 보였고, 세계는 이러한 모습을 다시 한 번 목격할 것이다.

좋든 싫든, 이는 2025년 세계가 마주해야 할 차가운 현실이다. 세계는 현재 두번째 냉전 시대에 돌입하고 있으며, 자유경제체제의 민주주의 국가들은 국방과 안보의 측면에서 중국, 러시아, 북한, 심지어 이란에 뒤처지고 있다. 미국의 불확실성이 커지면서, 미국의 동맹국들과 우방국들은 자력강화 및 추가적인 협력을 통해 다가올 미래에 준비할 필요가 있다.

또한 국제 안보에서 역할과 책임을 키워가는 만큼, 미국의 동맹국들과 우방국들은 분쟁이 아닌 더욱 강한 협력을 위해 미국과도 다르게 협상할 수 있어야 한다. 차기 미국의 대통령이 트럼프와 비슷한 성향의 인물이 아닐 것이라는 보장은 없으며, 현재는 미국의 국제질서를 지키는 헤게모니였던 과거와는 다른 시절이라는 것 또한 사실이다. 인도-태평양 국가들은 미국의 존재유무와 관계없이 더욱 강력한 역내 안보 협력을 위한 새로운 방안을 모색해야 한다.

Trump and the Indo-Pacific in 2025

Introduction

The 2024 U.S. presidential election brought global attention, probably more than any previous elections not just in the U.S., but in the world. The result, however, came out rather quickly, and it revealed that the U.S. public wants to “make America great again.”

The greatness that Trump and the U.S. public desire is highly U.S.-centered in foundation, and unlike concerns of experts, the U.S. foreign policy could be relatively more predictable, considering Trump’s transparent objectives of “transactional approach” to the world. Trump had continuously appealed that the U.S. is no longer the world police, and it will not provide security or any other benefits unless the right amount of price is paid.

However, some discrepancies lie between Trump’s logic of diplomacy and conventional notion of international cooperation. Allies of the U.S. have been heavily dependent on U.S. and its leadership, hoping for cooperative relationships and mutual development. Trump, on the other hand, deals with diplomacy as business negotiation, and does not hesitate to confront a loss of friendship, even if that is an old ally. Meanwhile, Trump is a strong opponent of China, and had committed his first term to contain and oppress China’s expansion. Trump’s strong anti-China policy could be a benefit to some partners such as Taiwan and the Philippines, as they are going through tough military tensions against the Chinese armed forces.

In addition, Trump’s enigmatic relationships with Kim Jong Un of North Korea and Putin in Russia make security risk calculation more difficult by adding more unexpectable variables into equations. This will be a serious conundrum to Seoul especially, given the strengthened ties between Kim Jong Un and Putin along with the security pact and North Korea’s military deployment to Russia in 2024.

Under such uncertainties, precise anticipation of Trump’s next move as well as multifarious preparedness to his unpredictability are crucially required for allies and partners in the Indo-Pacific both individually and collectively. Unlike NATO, a multilateral alliance framework, Asian partners are tied in bilateral or minilateral levels, and the impact of Trump will be much more significant than that in Europe.

Policy Toward China

One of the most predictable moves Trump will take would be the anti-China policy. During his first term, the trade war between the U.S. and China was a major issue affecting the global economy. Under the “America first” stance, the Trump administration had imposed tariffs on almost every imported commodity, and China – the largest factory and labor market of the world – responded with counteractions against the U.S. It is highly likely that such tit-for-tat will be repeated in his second term.

The major difference from Trump’s previous term is China’s economy. China is currently under a severe economic crisis, mostly due to the downturn of real estate sector. The first round of U.S.-China trade war was a close tie with no dominant winner. China’s economy and its influence in global politics then was steadily rising, and the U.S. did not effectively win over China. Afterall, in 2023, President Biden initiated a dialogue with President Xi Jinping to improve relations with China. However, China in 2025 might not be as strong as before, and the second Trump administration could be a bigger threat to China than the first.

Meanwhile, Trump’s decision whether U.S. withdraws from Quad and AUKUS is another variable that could change the U.S.-China relations. Trump’s perspective on alliances and partnerships are quite negative, and he does not wish to further commit to global or regional frameworks. Many experts have already concerned the disruption of Quad and AUKUS in case of Trump’s return, and the member states are raising their attentions toward the White House. The Quad and AUKUS are trans-regional frameworks established to structurally deal with China and Indo-Pacific affairs. The U.S. withdrawal from either Quad or AUKUS, or both in worst case, could be a sign of the downfall of U.S. leadership in the region, and it could turn into an opportunity for Beijing to counter Washington.

Policy Toward Northeast Asia

The Northeast Asian states are situated in probably the most complex position. Three major states – South Korea, Japan and Taiwan – are allies and a close partner of the U.S.; however, all three were perplexed during Trump’s first term. It is a general prospect that Trump will charge high cost to friends and allies of U.S. in return for military defense and security pacts.

Japan is one of U.S.’s closest allies, but it experienced what might have been perceived as a stab in the back. Former Japanese Prime Minister Shinzo Abe is known to be one of the few leaders who successfully maintained a good relationship with Trump. Abe knew that the U.S.-Japan relations under Trump would be different from the past, and he shifted diplomatic approach from government-to-government to individual-to-individual. The two leaders have kept close ties with each other, as Abe constantly provided Trump with gifts and hospitalities.

However, Trump imposed tariffs on Japanese steel in 2018, which was cut in 2022 under the Biden administration. In addition, Japan had to take charge of the establishment of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) in 2018, a free trade agreement pact of eleven countries, as Trump withdrew from its former framework, the Trans-Pacific Partnership (TPP), in 2017. Tokyo is bracing for Trump’s return, and Prime Minister Shigeru Ishiba seeks to meet with Trump, hoping for a close personal relationship once again like Abe’s.

South Korea is also preparing to secure its expenditures. Trump has continuously claimed that South Korea is not paying enough for its defense and will charge ten billion dollars when elected. And as South Korea’s economy is heavily dependent on exports, Trump’s tariff will affect major industries such as automobile and semiconductor both directly and indirectly.

South Korea is in much more difficult situation, considering South Korea’s position in Russian invasion of Ukraine, North Korea’s deployment to Russia, and Trump’s relationships with Kim Jong Un and Putin. After the failure of the Hanoi Summit in 2019, the Trump-Kim relations began to drift apart, and North Korea has kept its nuclear and missile developments both against South Korea and the U.S. Also, many experts concern that if Trump commits to end the war between Ukraine and Russia, there is a high possibility that he will moderate in favor of Putin, and Pyongyang will also utilize this opportunity as a participant. This could lead to the shift in the balance of power between the two Koreas, giving more leverage to North Korea in terms of the deal with the U.S. on nuclear.

For Taiwan, Trump could raise uncertainties in the Taiwan Strait. Although Xi Jinping has strengthened his tone before and after the Taiwan presidential election in January 2024 by asserting his will for unification, the Biden administration has strived to deal with the Taiwan issue in a manageable level, using both stick and carrot to Beijing. The delicate balance between Washington and Taipei gave Beijing less cause to raise military tensions, as President Lai Ching-te seeks U.S. support while Biden maintains the “one China” principle.

If Trump oppresses Beijing by imposing high tariffs on Chinese exports with no room for negotiation, the backdraft of economic pressure might be projected in a different manner, and Taiwan could be the victim of such retribution. Unlike South Korea or Japan, Taiwan is not an ally of U.S. with mutual defense treaty, and the possibility of Washington protecting Taipei remains opaque. The Biden administration has shown that the U.S. can no longer deal with concurrent global issues through the case of the withdrawal from Afghanistan, Israel-Hamas conflict, and the Russian invasion. There is no certain proof that the U.S. under Trump will be better, and some cast worries that Trump could even exploit such crises to achieve higher defense cost not just from Taiwan, but from other allies and partners as well.

Policy Toward Southeast Asia

The Trump effect in Southeast Asia could be relatively vague compared to that in China and Northeast Asia. The general view is that Trump’s strong policies against China might be an opportunity to Southeast Asia as an alternative manufacturing hub. However, tariffs will be a burden in the long-run, given that they mostly focus on low-cost exports. Moreover, there are concerns that Trump’s indifference to developing states’ domestic issues such as military dictatorship or human rights violence could be a breakthrough for China to expand its influence in the region as a revisionist state.

In terms of the U.S.-China relations, one major beneficiary at a first glance would be the Philippines. The Philippines has been at the forefront standing against China’s nine-dash line claim in the South China Sea, and went through several physical clashes around the Spratley Islands. Manila recently extended its security alliance with Washington, and also Tokyo, to strengthen its defense capability against Beijing’s aggression.

However, whether Trump will uphold the value of alliance and support the Philippines is questionable. The U.S. policy toward China could benefit the Philippines, but it will rather be a fortunate collateral effect rather than an intended outcome. Trump will charge high cost for defense, just as the case with Seoul, and the Chinese aggression over the South China Sea will continue without the U.S.-Philippines coordination.

Besides the Philippines, Trump’s influence will reveal in each state in the region in many different ways: Vietnam is currently struggling to transition its economy from low-cost export model to human capital development and innovation oriented one, but such vision can be frustrated by Trump’s tariffs; the Myanmar junta is still in power thanks to the support from Beijing, and the Chinese influence in other ASEAN states will continue to rise if Trump keeps his disinterest toward the region.

Conclusion

The word “unpredictable” is the most commonly used adjective that describes Trump and his policy, but he also shows transparencies to some extent as he only considers the U.S. and its interests. He sees every movement as a deal, and he gives only after he takes. He is not interested in an indirect or a long-term return, and conventional concepts such as “allies” or “like-minded partners” are merely hollow political rhetorics to him. He showed that he could turn against allies and shake hands with adversaries if he can benefit, and the world will witness such pattern again.

And like it or not, it is a grim reality that the world should face in 2025. The world is now going through the second phase of the Cold War, and the free-market democracies are falling behind China, Russia, North Korea, and even Iran in terms of defense and security. As the U.S. uncertainty grows, it is necessary for allies and partners to prepare for what is about to come, through self-strengthening, further partnerships, and more.

And as much as they increase their roles and responsibilities in global security, so should they be able to deal with U.S. differently, not for a conflict but for a stronger cooperation. There is no guarantee that the next president of the U.S. will not be a Trump-like figure, and it is true that the world today is different from what it used to be, where the U.S. led the global order as the hegemon. It is time for the Indo-Pacific to find other ways for the security of the region, so that they can better cooperate and help each other with or without the presence of the U.S.
