두만강의 운명이 동북아시아의 모든 지정학을 바꿀 수 있다
태평양 유역의 러시아, 중국, 북한 간의 관계는 동북아시아의 안정과 지정학적 균형의 가장 중요한 요소로 남아있다. 이는 역내 해군력 균형뿐만 아니라 한국, 일본, 간접적으로 미국에게도 안보에 있어 영양을 미친다. 그리고 이러한 맥락에서 매우 중요한 것은 이 세 국가가 서로 맞닿아 있는 곳에 위치한 작은 강이다.
그 강은 바로 두만강(투만나야: 러시아어로 “안개”를 의미)으로, 비교적 적당한 크기의 강이지만 지정학적으로 세계에서 가장 민감한 동맥 중 하나이다. 동북아시아의 지리적 중심부에 위치한 이 강은 백두산의 경사면에서 발원하여 중국, 북한, 러시아 영토를 따라 흐르고, 그 사이로 자연적인 국경을 형성한다. 두만강 하류에는 이 세 나라의 경계가 수렴하는 지점이 있다.
실제로 이 강에는 세 가지 공식 이름이 있다. 중국인에게는 투먼장, 한국인에게는 두만강으로 불린다. 1970 년대 초부터 소련과 러시아의 지도에서 이 강은 투만나야(안개)로 지정되었다. 두만강의 현대 역사는 1860년 러시아와 중국(청 제국)이 베이징 조약을 체결하여 두 국가 간의 경계를 설정하면서 시작되었다. 러시아는 두만강 발원지에서 약 17km 상류 지점으로 러시아-중국 국경을 수정했다. 따라서 강 삼각주와 그에 인접한 영토는 러시아와 한국(조선)에 속하게 되었으며 중국 만주 지역은 지리적으로 동해와 단절되었다.
바다에서 불과 몇 킬로미터밖에 떨어지지 않은 중국은 러시아 제국과 소련에 두만강 하류를 항해할 수 있게 해달라는 요청을 반복적으로 하였으며, 러시아는 이러한 요청을 계속해서 거부해왔다. 1886 년 중국 대표단은 국경선을 공동 점검하는 동안 협상 내용에 “중국 사신이 두만강 입구로 항해하는 것”에 대한 문제를 제기했다. 이 문제를 조정하는 러시아 제국의 외무부는 중국측의 요청을 또다시 거부했다.
이러한 상황은 소련이 끝나갈 무렵, 미하일 고르바초프 하에서 바뀌었다. 중국과의 관계를 완전히 정상화하기 위해 1991 년 모스크바는 동쪽의 소련-중국 국경에 대해 베이징과 협정을 체결했다. 문서 9조에는 “소련 측은 (중국 국기 아래) 중국 선박이 두만강을 따라 항해할 수 있으며 (중략) 동해로 접근하고 돌아올 수 있다는 데 동의한다”고 기록되어 있다. 또한 해당 협정은 같은 조항에서 “그러한 항행과 관련된 구체적인 문제는 이해당사자 간의 합의에 의해 해결된다”고 규정했다. 여기서 두만강 하류 남쪽 해안에 속한 북한을 직접 언급하지 않은 것은 상징적이지만, ‘이해당사국’을 언급한 것은 소련과 중국 사이에 분쟁이 발생할 경우 두만강 항해 문제 해결에 북한의 참여를 암시한 것으로 풀이된다.
소련 붕괴 이후 오랫동안 두만강을 통과하는 중국 선박의 항해 문제는 러시아-중국 공식 문서에서 제기되지 않았다. 이 주제는 2023년 12월에야 그 중요성이 다시 부각되었다. 베이징에서 열린 러시아와 중국 정부 수반의 제 28 차 정기 회의 결과에 따라 채택된 공동 성명에서 양측은 “인접 지역에 대한 공동 환경 조사 조직을 포함하여 두만강 하류에서 중국 선박의 항해 문제에 대한 건설적인 의견 교환을 계속하기로 북한과 함께 합의했다”고 명시했다.
2024년 5월, 블라디미르 푸틴이 베이징을 방문한 후 러시아와 중국이 발표한 공동 성명에서 “양측은 북한과 함께 두만강 하류에서 중국 선박의 항해 문제에 대한 건설적인 의견 교환을 계속할 것이다”라는 문구는 거의 문자 그대로 반복되었다. 또한 2024년 8월, 러시아 미하일 미슈스틴 총리와 중국 리창 총리가 회동한 29차 회의 결과에 따른 공동 성명에서 동일한 문구(“두만강 하류에서 중국 선박의 항해 문제에 대한 건설적인 대화 지속”)가 등장한다. 유의해야 할 것은 1990 년대에 중국의 동해 통과 문제가 적극적으로 고려되었다는 점이다. 그러나 이는 러시아와 중국 양자 간이 아니라 초 국가적 “두만강” 프로젝트의 틀에서 진행되었다. 3국 국경이 교차하는 두만강 유역에 ‘성장의 황금 삼각지대’를 조성하는 해당 프로젝트는 1990년 지린성에서 열린 동북아 경제기술협력 회의에서 중국 측에 의해 시작되었다.
본 프로젝트는 유엔개발계획(UNDP)의 지원을 받았다. 1995년 5개국(중국, 러시아, 북한, 대한민국, 몽골)은 두만강 지역 개발 프로그램(TraDP)의 정부 간 자문위원회 설립에 관한 협정을 체결했다. 1998년 이 위원회의 사무국이 베이징에 설립되었다. 2005년, 같은 회원국을 중심으로 프로젝트명이 두만강 이니셔티브로 변경되었다. 이 위원회의 후원 하의 진행된 핵심적인 다자 협력 분야는 교통, 에너지, 투자, 주변 지역 관광이었다.
그러나 2009년에 북한은 공식적으로 이 프로젝트에서 탈퇴했고 더이상 돌아오지 않았다. 이러한 맥락에서 그 이후 세계 영향력의 균형이 분명히 바뀌었다는 점을 고려해야 한다. 또한, 동양의 성장과 발전을 위한 광범위한 기회와 더불어 냉전시대부터 오래 뿌리내리고 이어져 온 국가간 갈등 또한 잠재적 요인으로 남아있다.
오늘날 두만강 프로젝트는 계속 진행되고 있지만 실질적인 결과는 극히 미미하다. 이 이니셔티브는 원래 두만강을 통제하고 그 어귀에 대형 항구와 국제 운송 센터를 건설한다는 구상에 기반했지만, 이 방향으로 실제 조치가 취해지지는 않았다. 두만강 이니셔티브가 실패한 주된 이유는 중국이 주요 수혜자였기 때문이다. 중국 북동부 지방은 두만강을 통해 바다로 접근하는 형태로 매우 구체적이고 직접적인 혜택을 받게 된 반면, 러시아와 북한이 얻게 될 이점은 상대적으로 실질적이지 못했다. 게다가 두만강 프로젝트는 이들에게 심각한 경제적, 지정학적 위험을 초래했다. 경제적 위험은 두만강 상업 항행이 러시아 연해주(블라디보스토크, 나홋카 등)와 북한(주로 라선 및 청진 항구)의 항구와 직접적인 경쟁을 유발할 수 있다는 점이다. 또한 압도적인 비중을 차지할 수밖에 없는 중국의 경제구역이 러시아와 북한의 침식을 불러올 수 있다는 우려도 있었다.
지난 몇 달 동안 러시아와 중국의 성명서에 두만강에 대한 단락이 포함된 것은 모스크바가 중국 선박이 동해에 직접 접근할 수 있는 두만강 하류의 항행권을 중국에 부여하는 옵션을 논의하고 있음을 시사한다. 이를 실현하기 위해서는 북한의 참여가 반드시 필요하다. 현재로서는 두만강 상황에 대한 북한의 입장에 대한 정보가 없다. 그러나 블라디미르 푸틴과 김정은은 2024 년 6 월 평양에서 열린 회의에서 두만강 아이디어와 관련된 문제를 논의했을 가능성이 높다. 이는 블라디미르 푸틴의 북한 방문 기간 동안 오랫동안 러시아와 북한을 이어온 “드루즈바” 철교를 보완할 차량용 다리 건설에 대한 정부 간 합의가 체결되었다는 사실에 의해 간접적으로 입증된다.
현재 모스크바와 평양 사이의 강력한 관계를 고려할 때, 이러한 협력이 실질적인 단계로 전환될 경우 러시아 측이 두만강 입구에서 러시아-북한 협력의 핵심 조정자 역할을 할 것으로 예상된다. 동해로 나가는 출구를 확보하기 위해2024년 봄부터 중국은 러시아 연해주와 중국 지린성에서 이른바 ‘두만강 웨이 프로젝트’를 추진하기 시작했다. 이 프로젝트는 중국과 러시아 기업 컨소시엄의 지원을 받고 있으며 현재 활발하게 논의되고 있다. 핵심 사업은 두만강을 따라 강과 바다를 유람하는 크루즈 형태의 관광 루트를 조성하는 것이다. 유람선은 지린성 훈춘시의 판촨에서 시작될 것으로 가정한다. 관광객을 태운 소형 선박은 먼저 중국 영토, 러시아-북한 국경 지대, 그 다음 두만강의 러시아 부분을 따라 동해로 나간 후 다시 강을 거슬러 올라가 출발지인 판촨으로 돌아간다. 이 프로젝트의 기획자이자 투자자는 중국 훈춘 건설회사의 유한책임회사 “실크로드의 빛”(중국, 지린성)과 LLC 국제 지주 그룹 “두만강 웨이”(러시아, 연해주)이다.
중국 측이 두만강을 통해 국경을 넘는 크루즈 운송을 조직하려는 시도는 이번이 처음이 아니다. 2014 년에 세 국경의 교차점 바로 근처에 있는 훈춘 당국은 북한 영역의 두만강 수로에서 중국 선박의 항해 가능성에 대해 북한 측과 협상을 벌였다. 그러나 이 구상은 실제로 구현되지 않았다. 문제는 두만강에서의 유람선 관광 사업이 관광객을 위한 소형 선박 위주의 상업적 목적으로만 설계된 것인지, 아니면 중국이 동해를 완전히 이용할 수 있도록 본격적인 두만강 개방의 서막이 될지 여부이다. 필자의 평가로는 후자가 더 신빙성이 있어 보인다.
두만강을 본격적으로 항해하려면 엄청난 준설 작업을 필요로 한다. 러시아와 북한이 이를 허용한다면 중국은 빠르게 수로의 깊이를 확장하여 대형 선박이 다닐 수 있게 할 것이다. 러시아-북한 철교 “드루즈바”는 이러한 중국 운송에 또 다른 장애물이지만, 중국은 오래된 다리를 해체하고 대형 선박이 쉽게 통과할 수 있는 새로운 다리 건설에 쉽게 자금을 조달할 수 있다. 또한 중국의 지린성과 헤이룽장성이 마침내 태평양에 직접 접근할 수 있게 되면 경제에 자극을 줄 수 있다는 점도 고려해야 한다. 두만강을 따라 중국 군함과 장비의 통과가 허용되면 군사 부문에서 유의미한 기회가 나타날 것이다. 배기량 224 톤의 가장 현대적인 중국 무장함 “Type 022″는 침전 깊이가 1.5m에 불과한데, 이는 강 유역의 환경에서도 자유로운 기동을 가능케 한다.
두만강의 평균 수심은 2~4m이며 일정한 미사 퇴적물로 인해 하구에 한정하여 0.75m로 감소하는 경우도 있다. 일반 군함에는 사거리 200-250km의 YJ-83 대함 미사일 8기가 탑재되어 있으며, 강 하구에서 출항만 해도 동해 수역의 약 3분의 1에 걸쳐 화력 통제권을 행사할 수 있다. 지상 및 수중 드론 또한 두만강을 통해 동해로 나갈 수 있다. 2024 년 3 월에 장거리 유형 WZ-7의 중국 정찰기가 동해 상공에서 처음 목격되었다는 점은 주목할 만하다. 동시에 일본 방위성에 따르면 정찰기는 중국 본토에서 서쪽 방향으로 북한이나 러시아 영공을 통해 비행하였다. 러시아와 북한이 중국 무인 항공기의 영공 통과를 허용한다면 향후에는 중국 해상 드론과 군함의 통과 또한 허용할 수 있다.
항해를 위해 두만강 하구를 개방하는 것은 필연적으로 심각한 환경 피해를 초래할 것이다. 강 하류는 100여 종의 새들이 둥지를 틀고 있는 곳이다. 세 개의 국경이 교차하는 이 지역은 수백만 마리의 새들이 계절에 따라 이동하는 동안 휴식을 취하고 식량을 공급하는 장소로서 중요한 역할을 하며, 보통 30종 이상의 희귀 조류가 이곳에 들린다. 또한 두만강 지역은 100 종이 넘는 물고기가 서식하며 생물 다양성에 있어 특히 가치가 있다. 러시아, 북한 및 중국은 두만강을 거대한 해상교통로로 개방하는 것이 현 정세를 바꿀 수 있다는 실용적인 관점을 공유하고 있으며, 경제적, 지정학적 개발과 동시에 환경 피해를 최소화하는 데에 관심을 기울이고 있다.
중국 선박을 위해 두만강 하류를 개방하려면 러시아와 중국 사이에 특별한 수준의 정치적, 군사적 신뢰가 구축되어야 한다. 두만강에서의 항해를 허용한 러시아는 실제로 중국의 화물선, 심지어 군함의 운용을 위해 영토의 일부를 제공할 것이다. 이는 특히 두만강 하구의 전략적 위치를 고려할 때 중요한 정치적 조치이다.
또한 두만강에서 러시아와 중국의 협력 가능성의 확대는 성장하는 전략적 파트너십의 발전에서 중요한 단계가 될 수 있다. 러시아와 중국이 두만강 공동 사용의 미래에 합의할 수 있다면 두 나라의 ‘우정’에는 경계가 없게 되며, 러시아와 중국의 두 지도자가 강조하는 것처럼 양국간 협력의 제한도 없어질 것이다.

The relations between Russia, China and North Korea in the Pacific Ocean basin remain the most important element of stability and geopolitical balance in Northeast Asia. It is not only about the balance of naval forces in this region, but also about the system of its general security, which affects in addition the interests of South Korea, Japan, and indirectly the United States. And in this context, a very important role is played, as strange as it may seem, not the power of the naval forces of the states located here, but by a small river, the name of which may very soon become known to all naval specialists and politicians of the neighboring states.
The name of this river is Tumannaya (“Foggy” in Russian), although the river is relatively modest in size, is one of the most geopolitically sensitive water arteries in the world. Located in the geographical heart of North-East Asia, the river takes the source on the slopes of the Holy Pektu, sacred mountain for all Koreans, and its further path lies along the territories of China, North Korea and Russia, between which it forms a natural border for most of its current. In the lower reaches of the Tumannaya (Foggy) there is a point where the boundaries of these three countries converge.
In fact, this river has three official names. For the Chinese, she is Tumenjiang, for Koreans – Tumangang, i.e. a fan. On Soviet and Russian geographic maps since the beginning of the 1970s this river has been designated as Tumannaya (Foggy).
The modern history of the Tumannaya river began in 1860, when Russia and China (Qing Empire) concluded the Beijing Treaty, establishing the boundaries between the two states. Russian negotiators made sure to fix the Russian-Chinese border in such a way that its south point was installed about 17 km upstream from the mouth of the source. Thus, the river delta and the territories adjacent to it began to belong to Russia and Korea (then even the only Korean state of Choson), and the Chinese Manchuria region was geographically cut off from the East Sea.
The alluring proximity of the sea, located just a few kilometers from the soil province of Jilin, has repeatedly encouraged the Chinese authorities to turn to the Russian Empire, and then the Soviet Union with requests for resolving Chinese courts to navigate in the lower reaches of the Tumannaya river, which was invariably followed by the refusal of then Russian officials. So, in 1886, the Chinese delegation, during a joint check of the border line, raised the question of “navigating of the courts of the middle state to the mouth of Tumen-Ula”, about which the corresponding entry in the negotiation protocol was made. The Foreign Department of the Russian Empire in the coordination of this issue refused again to discuss this request of the Chinese side.
The situation has changed only at the end of the existence of the USSR, under the first and last President, Mikhail Gorbachev. In an effort to completely normalize relations with the China, in 1991 Moscow signed an agreement with Beijing on the Soviet-Chinese border on its eastern part. Article 9 of the document recorded: “The Soviet side agrees that Chinese vessels (under the flag of the PRC) can navigate along the Tumannaya River (Tumenjiang) … with access to the East Sea and back.” Further in the same article, the agreement stipulated that “specific issues related to such navigation will be resolved by agreement between interested parties.”
It is symbolic that the DPRK (North Korea), which belongs to the southern shore of the lower reaches of the Tumannaya river (Foggy), was not directly mentioned here, but the reference to the “interested parties” implied the participation of North Korea in solving the issue of navigation along the river if any dispute among USSR and China occurs.
After the collapse of the USSR, for a long time, the issue of navigation of Chinese vessels con the Tumannaya river did not rise in official Russian-Chinese documents. This topic returned to its importance only in December of 2023. In the multi-page joint communique, according to the results of the 28th regular meeting of the heads of government of Russia and China in Beijing, appeared a laconic point that the parties agreed “together with the DPRK to continue the constructive exchange of views on the topic of sailing of Chinese vessels in the lower reaches of the Tumannaya River, including the organization of a joint environmental Inspection of adjacent region.
In May of 2024, this wording was almost literally reproduced in a joint statement by the Russian Federation and China following a visit by Vladimir Putin to Beijing: “The parties together with the Korean People’s Democratic Republic will continue the constructive exchange of opinions on the topic of sailing of Chinese vessels in the lower reaches of the river Tumannaya.”
The same thesis (“continuation of a constructive dialogue on the issue of navigation of Chinese vessels on the lower reaches of the Tumannaya River”) is repeated in a joint communique following the results of the 29th meeting of the heads of government of the Russian Federation and China – Mikhail Mishustin and Lee Qian in August, 2024.
It should be noted that in the 1990s, the issue of Chinese passage to East Sea was actively considered. But not on a bilateral basis between Russia and China, but in the framework of the transnational project “Tumangang”. The project of creating a “Golden Triangle of Growth” in the basin of Tumannaya river at the junction of the borders of three states was initiated in 1990 by the Chinese side at the Jilin province of the conference on economic and technical cooperation in North-East Asia.
The initiative received support from the UN Development Program (UNDP). In 1995, five states (China, Russia, DPRK, as well as Republic of Korea and Mongolia) signed agreements on the creation of an intergovernmental advisory commission of the Tumannaya River Development Program (Tumen River Area Development Program, TraDP). In 1998, the Secretariat of this commission was established in Beijing. In 2005, the Tumangang initiative (Greater Tumen Initiative) was renamed as part of the same five participants. As key sectors for the development of multilateral cooperation under the auspices of this commission were transport, energy, investment, tourism in surrounding areas.
However, in 2009, the DPRK officially left the project and no longer returned to this structure. In this context, one should take into account that since then the balance of world influence clearly shifted. Also, in addition to the extensive opportunities for growth and development in the East, there is another richest potential – interstate conflicts, the most ancient of which are rooted in the period before the beginning of a new era.
Today, the Tumannaya project continues to function, but the practical results of its activities are extremely modest. Although the initiative was originally built on the idea of mastering the Tumannaya River and the creation of a large port and the international transport center at its mouth, no real steps were taken in this direction. Why? The main reason for the failure of the Tumangang project as such was that China was the main its beneficiary.
Chinese Northeastern provinces were to receive a very specific and direct benefit in the form of access through the Tumannaya river to the ocean while for Russia and the DPRK, the advantages from the implementation of the project were at best hypothetical. Moreover, the Tumangang project created serious economic and geopolitical risks for them.
Economic risks are that the commercial navigation for Tumannaya river would create direct competition for the ports in the Primorsky Territory of Russia (Vladivostok, Nakhodka and others) and in North Korea (primarily ports of Rason and Chongjin). There were also fears that the cross-border economic zone, where, due to its predominant weight, China will inevitably dominate, will expose erosion to Russia and the DPRK over their territories in the Tumannaya river basin.
The inclusion of a paragraph on Tumannaya river in the Russian-Chinese statements over the past few months indicates that Moscow is at least discussing the options for granting China navigation rights in the lower reaches of Tumannaya river with direct access of Chinese vessels to the East Sea.
This idea will definitely require the participation of North Korea. For the time being, there is no information about the position of the DPRK on this Tumannaya situation. However, most likely Vladimir Putin and Kim Jong -un discussed issues related to the Tumannaya river idea during a meeting in Pyongyang in June of 2024. This is indirectly evidenced by the fact that during the North Korean visit of Vladimir Putin, an intergovernmental agreement was signed on the construction of a car bridge across the river, which should supplement the long-functioning Russian-North Korean railway bridge “Druzhba”.
Given the stronger current connections between Moscow and Pyongyang, it can be assumed that the Russian side will act as the chief coordinator of the three-way Russian-North Korean Cooperation at the mouth of Tumannaya, if a decision is made to transfer such cooperation into a practical phase.
One trial ball in the direction of realizing the Chinese dream of obtaining an exit to the East Sea has already been launched. Since the spring of 2024, in the Primorsky Territory of Russia and the province of Jilin, China started to promote the so-called “Tumangang Way project”. The idea is supported by the consortium of Chinese and Russian entrepreneurs, and during this year it has been actively discussing. The project provides for the creation of a tourist route in the form of river and sea cruises along the Tumannaya river.
It is assumed that river cruises will start from the Chinese village of Fanchuan, which is part of the city district of the Hunchun of the province of Jilin. Small vessels with tourists will be held along the river, first along the territory of the China, and then along the Russian-North Korean border along the Russian part of the river Tumannaya towards its mouth, go out to the East Sea, and then turn up and return up the river to the departure point-Fanchuan.
The authors and investors of the project are the Chinese Khunchun construction company with limited liability “Light of the Silk Road” (PRC, Jilin) and LLC International Holding Group “Tumangang Way” (Russia, Primorsky Territory).
I would like to emphasize that this is not the first attempt by the Chinese side to organize cross-border cruise shipping by Tumannaya river. Back in 2014, the Hunchun authorities, which are in the immediate vicinity of the junction of three borders, negotiated with the North Korean side about the possibility of navigating of Chinese vessels in the lower course on the Korean half of the channel of Tumannaya river. But then somehow this idea was not implemented in practice.
The question is, is the idea of vessel tours on Tumannaya river would be exclusively commercial and designed for small vessels for tourists or it is conceived as a prelude to open a river for a full -scale freight and other navigation, which will allow China to get a full access to the East Sea? To my assessment, the latest version seems more believable.
A full-fledged navigation for the Tumannaya river will require serious dredging work. There is no doubt about China’s ability to quickly deepen the channel to the necessary parameters if Russia and the DPRK give permission to do so. The Russian-North Korean Railway bridge “Druzhba” represents another obstacle to such Chinese shipping, but Beijing could easily finance the dismantling of the old and the construction of a new bridge under which large vessels can easily pass.
One should also take in consideration that the Chinese land provinces Jilin and Heilongjiang will finally be able to get a direct access to the Pacific Ocean, which will give the impulse to their economy. The intriguing opportunities will appear in the military sector if the passage of Chinese warships and devices is allowed along the Tumannaya river. So, the most modern and well -armed Chinese missile boat “Type 022” with a displacement of 224 tons has a precipitation of only 1.5 meters. This gives him freedom of maneuver even under the current non-favorable conditions for navigation on the cross-border river region.
The average depth of the river here is from 2 to 4 meters and only at the mouth due to constant silt sediments, and sometimes it decreases to only 0,75 meters. The regular ship carries 8 YJ-83 anti-ship missiles on board with a range of 200–250 kilometers, and even with a simple exit from the mouth of the river, it allows the boats to exercise fire control approximately over the third of the water area of the East Sea.
The surface and underwater drones could also follow the East Sea through the Tumannaya river source. It is noteworthy that in March of 2024, the Chinese reconnaissance distillery of long-range type WZ-7 was first seen in the airspace over the East Sea. At the same time, according to the Ministry of Defense of Japan, he flew from the western direction, from the mainland China, through airspace either the DPRK or Russia. If Russia and the DPRK allow transit in its airspace of Chinese UAVs, then in the future they may well allow the passage of Chinese sea drones and warships – why not?
The opening of the Tumannaya river mouth for navigation will inevitably have serious environmental consequences. The lower reaches of the river – the place of nesting of more than a hundred species of birds. At the junction of three borders, this area plays a key role as a place of recreation and food supplies during the seasonal migration of millions of birds – more than thirty rare species of birds usually stop here.
In addition, the Estate of the Tumannaya River is of particular value in connection with the presence of high biodiversity of fish in it – over a hundred species. Obviously, Russia, North Korea and China are interested in minimizing the damage to the unique environment in the economic and geopolitical development of the region by pragmatic advantages of opening of Tumannaya river to serious maritime traffic can change the current status-quo.
The opening of the lower reaches of Tumannaya river for Chinese shipping will require the establishment of special level of political and military confidence between Russia and China. Having allowed navigation on Tumannaya river, Russia, in fact, will provide part of its sovereign national territory for the use of the PRC – Chinese multitone cargo ships and, possibly, even warships. This is a serious political step, especially given the strategic location of the Tumannaya river mouth.
Moreover, the expansion of possible cooperation of Russia and China on the Tumannaya river could become an important stage in the development of their growing strategic partnership. If Russia and China are able to agree on future of Tumannaya river joint use, then their “friendship” really has no boundaries, and there are no forbidden zones in cooperation (like both leaders of Russia and China like to emphasize).
