미국의 조선산업 재건: 우리 조선산업과 한미 안보협력에 미치는 함의는?
트럼프 미국 대통령은 취임 전 “미국 조선산업을 위해 한국의 도움과 협력이 필요하다,” “한국의 세계적인 군함과 선박 건조 능력을 잘 알고 있으며, 보수·수리·정비(MRO) 분야에서도 긴밀하게 한국과 협력할 필요가 있다”고 했다. 최근에는 해군부 장관이 방한하여 우리와 조선 협력, 군함의 정비 및 건조 지원 협력 방안을 논의했다.
트럼프 대통령의 요청과 미국 정부의 움직임은 두 가지 사실을 보여주고 있다. 하나는 조선 강국 한국의 위상과 다른 하나는 20세기 중반까지 세계 최대의 선박 건조역량을 가졌지만, 지금은 쇠락한 미국 조선산업의 현실이다.
미국은 제2차 세계대전 이후 서비스 산업으로 중심이 이동하면서 제조업이 크게 쇠퇴하였는데 조선산업이 대표적이다. 제2차 세계대전 기간 중 한 해 1,000여 척 이상 상선을 건조하던 미국 조선소는 그 수와 건조능력이 감소하여 이제는 다섯 곳의 조선조만 유지하고 있다. 각 조선소의 건조능력도 한 해 1.3척에 불과한 실정이다.
이러한 상황은 미 해군이 필요로 하는 군함을 건조할 수 없는 사정에까지 이르렀다. 군함을 건조할 인력과 시설을 갖춘 조선소가 미국에 없기 때문이다.
중국과 패권경쟁을 벌이고 있는 미국은 군함 척수가 중국으로부터 추월을 당하자 위기감을 느끼고 있다. 심각한 것은 국제무역에 쓰이는 미국 상선 80여 척은 중국이 보유하고 있는 상선 5,500척의 1.5퍼센트에 불과한 수준이라는 점이다.
미국 조선산업의 쇠락 배경에는 자국 조선산업을 보호하기 위해 1920년에 제정한 존슨법(Johns Act)이 있다. 미국 내 화물 수송에 사용되는 선박은 미국에서 건조해야 한다고 하는 조선 독점법이다. 미국 조선산업은 이 법에 따라 외국 업체와 경쟁을 피하고 독점적인 지위를 유지하게 되었지만, 서서히 경쟁력을 잃게 되었다.
미국 해운 선사는 외국에서 건조한 값싸고 성능 좋은 선박 대신 비싸고 성능도 떨어지는 자국 선박을 써야 했다. 이러다 보니 해운 운임이 올랐고, 해상운송 수요가 줄었다. 운송이 줄자 선박 발주량도 줄었다. 이러한 악순환이 지속되면서 조선 역량은 떨어지고 건조 비용은 계속 증가했다.
현재 미국에서 건조된 유조선 가격은 글로벌 건조 비용보다 4배, 컨테이너선은 5배가 비싼 실정이다. 미국 조선소가 경쟁력을 잃어가면서 대형 상선을 건조할 수 있는 조선소는 4개만 남았다.
건국 후 글로벌 파워로 성장한 미국이 태평양, 대서양을 넘어 전 세계 바다로 영향력을 확대하던 시기에 알프레드 마한은 해군력(Naval Power)이 아닌 해양력(Sea Power)의 중요성을 주창했다. 해군력은 조선업과 해상운수 등 민간 해양산업의 두터운 기반 위에서 유지될 수 있다는 것이다. 오늘날 조선산업 기반이 극도로 허약해진 미국은 마한의 시각에 의하면 해양력이 아닌 단순한 해군력만 존재하고 있는 위기를 맞고 있다.
지난 4월 30일 공화·민주 양당은 초당적으로 ‘미국의 번영과 안보를 위한 조선 및 항만 인프라법’(Shipbuilding and Harbor Infrastructure for Prosperity and Security: 약칭 ‘SHIPS for America Act,’ ‘조선 항만 인프라법’)을 공동 발의했다. 이 법안에는 상선대를 재건하고, 해양산업을 부흥시키기 위한 종합적인 방안을 마련하고 있다.
‘조선항만 인프라법’은 해양국가 미국을 재건하기 위해 해양정책에 대한 국가 차원의 감독체계와 자금지원, 국적 선박의 국제 경쟁력 강화, 조선산업 부활, 선원 및 조선 근로자 양성 등을 내용으로 하고 있다.
이 법의 뚜렷한 특징은 조선산업 재건과 해양산업 경쟁력 강화 그 자체보다는 이를 통한 미국의 안보 강화에 목적을 두고 있다는 점이다. 백악관에 ‘해양안보보좌관’(Maritime Security Advisor)을 두고, 국가 해양전략을 포함한 해양문제 및 정책을 조정하도록 하고 있다.
해양안보보좌관이 범정부적인 기관인 ‘해양안보위원회’(Maritime Security Board)를 이끌면서 조선과 해양산업 관련 정책을 총괄하는 점에서 안보 강화 목적의 입법 취지가 분명히 나타나고 있다.
해양안보위원회는 해양산업에 책임이 있는 연방기관의 대표로 구성되며, 해양안보 선대의 규모 결정, 해양인력 개발, 조선 및 해양산업 연구개발의 우선순위 결정 등 해양산업, 조선·해운산업 정책의 최고 사령탑 역할을 하게 된다. 여기서 결정한 정책의 실행은 해양관리청(U.S Maritime Administration)과 해안경비대(U.S Coast Guard)가 담당하도록 하고 있다.
이 법은 ‘전략 상선대 프로그램’(Strategic Commercial Fleet Program)을 설치하고, 상선대 규모를 250척을 목표하고 있다. 전략상선대는 평시에는 상업적 목적으로 활용되다가 전시에는 물자 수송에 동원되는 선박을 말한다.
전략상선대는 미국 건조, 미국 국적, 미국 선원이 요건이지만, 미국 조선소의 부족한 건조능력을 감안하여, 임시조치로 외국에서 건조된 선박을 ‘임시선박’(Interim Ship)으로 사용할 수 있게 하고 있다.
힘들고 위험한 바닷일을 피하려는 풍조에 따라 미국도 선원 부족 현상을 겪고 있다. 이를 해소하기 위해 젊은이들이 해기사에 지원하도록 유인책을 규정하고 있다. 연방상선사관학교(US Merchant Marine Academy)를 졸업하고 의무요건을 갖춘 경우, 미국 상선에서 7년 이상 근무한 선원에 대해서는 경쟁 없이 연방정부에 취업할 수 있는 자격을 부여하고 있다.
또한 상선사관학교를 다른 군 사관학교와 동등한 자격을 부여하고, 연방상선사관학교와 주립상선사관학교의 정원을 늘리도록 하고 있다. 해군, 해안경비대 등에서 전역한 군인들의 상선 해기사 전환을 용이하게 하고, 퇴직한 군인들이 주립상선사관학교에서 3개월 미만의 신속과정을 통해 해기사 면허를 받을 수 있도록 하는 방안도 담고 있다.
‘조선항만 인프라법’은 미국이 해양국가임을 다시 천명하고, 해양산업 강화 의지를 담고 있는 법이라고 할 수 있다. 미국의 국가 및 경제안보 목표를 달성하기 위한 ‘전략상선대’를 보유하도록 하고, 이를 위해 동맹국과 협정을 체결할 수 있도록 하고 있다.
미국의 조선산업 여건은 80여 척의 자국적 국제무역 상선대의 규모를 단기간에 목표로 하는 250여 척으로 증가시킬 수 없는 실정이다. 그동안 외국에서 건조된 선박을 미국 건조 선박으로 대체될 때까지 ‘임시선박’으로 활용하거나 장기 용선계약에 의해 선대에 포함시킬 수 있다.
트럼프 행정부가 조선산업을 개편하고 해운력을 강화하면서 우리에게 협력을 구하고 있다는 점은 우리나라 조선산업에 큰 기회가 될 수 있다. 또한 조선산업 협력을 통해 한미동맹을 강화하고, 관세 협상과 안보협력의 레버리지로 활용할 수 있다.
다른 한편 인구감소와 고령화, 선원 기피 현상으로 심각한 선원 부족 현상을 겪고 있는 우리나라에서도 퇴직군인을 대상으로 하는 미국 주립상선사관학교의 선원양성프로그램은 좋은 정책적 참고가 될 수 있다.
U.S. Shipbuilding Industry Reconstruction: Implications for Our Shipbuilding Industry and Korea-U.S. Security Cooperation?

Before his inauguration, President Trump stated that “We need Korea’s help and cooperation for the American shipbuilding industry,” and “I am well aware of Korea’s world-class warship and vessel construction capabilities, and we need to closely cooperate with Korea in the maintenance, repair, and overhaul (MRO) sector as well.” Recently, the Secretary of the Navy visited Korea to discuss cooperation in shipbuilding and support for warship maintenance and construction.
President Trump’s request and the U.S. government’s movements reveal two facts. One is the status of Korea as a shipbuilding powerhouse, and the other is the reality of the U.S. shipbuilding industry, which possessed the world’s largest shipbuilding capacity until the mid-20th century but has now declined.
After World War II, the U.S. manufacturing industry significantly declined as the economy shifted toward the service sector, with the shipbuilding industry being a prime example. American shipyards that built over 1,000 merchant vessels per year during World War II have seen their numbers and construction capacity decrease to the point where only five shipyards remain. Each shipyard’s construction capacity is merely 1.3 vessels per year.
This situation has reached the point where the U.S. Navy cannot build the warships it needs. This is because there are no shipyards in the United States with the personnel and facilities to build warships.
The United States, engaged in hegemonic competition with China, feels a sense of crisis as China has surpassed it in the number of warships. What is serious is that the approximately 80 U.S. merchant vessels used in international trade represent only 1.5 percent of the 5,500 merchant vessels owned by China.
Behind the decline of the U.S. shipbuilding industry is the Jones Act, enacted in 1920 to protect the domestic shipbuilding industry. This shipbuilding monopoly law requires that vessels used for cargo transportation within the United States must be built in the United States. Under this law, the U.S. shipbuilding industry avoided competition with foreign companies and maintained a monopolistic position, but gradually lost its competitiveness.
U.S. shipping companies had to use expensive and inferior domestic vessels instead of cheaper and better-performing vessels built abroad. This led to increased shipping freight rates and reduced demand for maritime transportation. As transportation decreased, so did ship orders. As this vicious cycle continued, shipbuilding capabilities declined while construction costs continued to increase.
Currently, the price of tankers built in the United States is four times the global construction cost, and container ships are five times more expensive. As U.S. shipyards lost their competitiveness, only four shipyards capable of building large merchant vessels remain.
During the period when the United States, which grew into a global power after its founding, was expanding its influence across the Pacific and Atlantic oceans to seas worldwide, Alfred Mahan advocated the importance of Sea Power rather than Naval Power. Naval power can only be maintained on the solid foundation of civilian maritime industries such as shipbuilding and maritime transportation. Today, with an extremely weak shipbuilding industry base, the United States faces a crisis where, from Mahan’s perspective, only simple naval power exists without sea power.
On April 30, both Republican and Democratic parties jointly introduced the bipartisan ‘Shipbuilding and Harbor Infrastructure for Prosperity and Security Act’ (abbreviated as ‘SHIPS for America Act’). This bill contains comprehensive measures to rebuild the merchant fleet and revive the maritime industry.
The ‘SHIPS Act’ aims to rebuild America as a maritime nation through national-level oversight and funding for maritime policy, strengthening the international competitiveness of flagged vessels, reviving the shipbuilding industry, and training seafarers and shipbuilding workers.
A distinctive feature of this law is that its purpose is not merely to rebuild the shipbuilding industry and strengthen maritime industry competitiveness, but rather to strengthen U.S. security through these means. It establishes a ‘Maritime Security Advisor’ in the White House to coordinate maritime issues and policies, including national maritime strategy.
The legislative intent for security enhancement is clearly evident in that the Maritime Security Advisor leads the government-wide ‘Maritime Security Board’ while overseeing policies related to shipbuilding and maritime industries.
The Maritime Security Board is composed of representatives from federal agencies responsible for the maritime industry and serves as the supreme command post for maritime industry and shipbuilding/shipping industry policies, determining the size of the maritime security fleet, developing maritime personnel, and setting priorities for shipbuilding and maritime industry research and development. The implementation of policies decided here is handled by the U.S. Maritime Administration and the U.S. Coast Guard.
This law establishes the ‘Strategic Commercial Fleet Program’ and targets a merchant fleet size of 250 vessels. The strategic merchant fleet refers to vessels used for commercial purposes in peacetime but mobilized for material transportation in wartime.
While the strategic merchant fleet requires U.S. construction, U.S. flag, and U.S. crew, considering the insufficient construction capacity of U.S. shipyards, it allows for the use of foreign-built vessels as ‘Interim Ships’ as a temporary measure.
The United States is also experiencing a shortage of seafarers due to the tendency to avoid difficult and dangerous maritime work. To address this, incentives are provided to encourage young people to apply for maritime officer positions. Those who graduate from the U.S. Merchant Marine Academy and meet the mandatory requirements, as well as seafarers who have worked on U.S. merchant vessels for more than seven years, are granted eligibility for federal government employment without competition.
It also grants the Merchant Marine Academy equal status with other military academies and increases enrollment at both federal and state merchant marine academies. The bill includes measures to facilitate the transition of veterans from the Navy, Coast Guard, and other services to merchant marine officers, and to allow retired military personnel to obtain maritime licenses through expedited programs of less than three months at state merchant marine academies.
The ‘SHIPS Act’ can be said to be a law that reaffirms America as a maritime nation and contains the will to strengthen the maritime industry. It requires the possession of a ‘strategic merchant fleet’ to achieve U.S. national and economic security goals and allows for agreements with allied nations for this purpose.
The U.S. shipbuilding industry conditions cannot increase the size of its approximately 80 flagged international trade merchant fleet to the target of 250 vessels in a short period. In the meantime, foreign-built vessels can be utilized as ‘interim vessels’ until they are replaced by U.S.-built vessels or included in the fleet through long-term charter contracts.
The fact that the Trump administration is seeking our cooperation while reorganizing the shipbuilding industry and strengthening maritime power can be a great opportunity for our country’s shipbuilding industry. Additionally, shipbuilding industry cooperation can strengthen the Korea-U.S. alliance and be utilized as leverage in tariff negotiations and security cooperation.
On the other hand, the merchant marine training program for military retirees at U.S. state maritime academies could serve as a valuable policy reference for South Korea, which is experiencing a severe shortage of seafarers due to population decline, aging demographics, and the phenomenon of seafarer avoidance.
