모스크바의 태평양 관심사 : 러시아가 아시아-태평양 지역에서 입지를 강화하려는 전략적 계획이 실현 불가능한 이유는 무엇일까?
현재 동북아시아의 상황은 주요 강대국들의 방위 활동으로 인해 매우 긴장된 환경으로 발전하고 있다. 여러 국가 간의 경쟁이 불신으로 이어지고 있으며 동해, 동중국해, 황해 및 필리핀해에서 수많은 영토 분쟁이 격화되고 있다.
일본은 제2차 세계대전 종전 후 러시아에 속해진 쿠릴열도에 대한 영유권을 여전히 주장하고 있다. 그리고 아시아에 대한 전략적 전환을 발표한 후 미국은 해당 지역 내 미군 주둔을 강화 및 확장하고 일본, 한국 그리고 대만과의 군사 협력을 발전시키는 데 새로운 추진력을 얻었으며 대규모 합동 군사 훈련이 더 자주 이루어지기 시작했다.
1995년 미군이 이 지역에 10만 명의 미군을 무기한 주둔시키기로 결정한 것은 한반도의 잠재적 분쟁 위협, 중국의 새로운 전략적 도전, 아시아-태평양 지역에서 미국의 이익을 지키기 위한 결의를 보여줄 필요성 등이 복합적으로 작용한 결과이다.
또한 1999년에 일본이 영토 내 군사 및 교통 시설에 대한 미국의 접근을 확대하는 새로운 방위계획이 승인된 이후 미일 군사 동맹이 크게 강화되었다는 점도 고려할 가치가 있다. 또한 일본은 국외의 “인접 지역”에서의 합동 군사 작전에 참여하기로 합의했으며, 이는 지역 및 그 밖의 지역에서 미국에 대한 일본의 지원을 자동으로 확대했다. (예 : 2003-2005 년 이라크 전쟁)
트럼프 행정부 집권 이후 미국은 한국 및 일본과의 관계 강화에 이전보다 덜 관심을 기울일 것임을 여러 차례 분명히 밝혔지만, 러시아는 여전히 미국을 아시아의 주요 적대국으로 간주하고 있고 중국 및 북한과의 군사적, 정치적 관계를 강화하기 위해 다각도로 노력하고 있다.
2012 년부터 블라디미르 푸틴 러시아 대통령은 공식적으로 러시아의 미래에 있어 아시아의 중요성과 모스크바가 해당 지역으로 관심을 선회해야 한다는 주장을 반복해서 강조했지만, 이 방향에서 많은 성공을 거두지 못했다는 점도 주목할 가치가 있다. 우크라이나와의 군사 분쟁이 시작되고, 서방(특히 유럽)과의 관계가 거의 완전히 동결된 이후 러시아에게 아시아-태평양 지역에 대한 초점은 더욱 중요해졌다.
이제 태평양에 대한 러시아의 입장이 실제로 러시아 대통령이 선언한 정치적, 전략적 이익과 어느 정도 일치하는지 살펴보자. 러시아 태평양 함대는 소련 붕괴 이후, 특히 1990 년대와 2000 년대에 그 잠재력이 크게 감소했다. 구소련 함대의 많은 선박이 해체되었고, 새로운 선박은 시운전되지 않았다. 상황은 2010년대 초반이 되어서야 나은 방향으로 변화되기 시작했다.
태평양 함대의 점진적인 발전의 예로 새로운 프로젝트 955 보레이급 탄도 미사일 잠수함이 있다. 이 잠수함들은 태평양에서 미국의 핵 억지력에 대항하는 대륙간 탄도 미사일을 탑재하고 있다. 최근 러시아 정부가 비핵화 바르샤비카급 잠수함을 새로 주문한 것은 태평양 함대의 수중 능력을 강화하고 탄도 미사일 잠수함을 보호하기 위한 것이다.
한편, 비교적 최근고르시 코프(Admiral Gorshkov) 제독이 취임하고 초계함 그레미아쉬치(Gremyashchiy), 스테레구쉬치(Steregushchiy)가 취역했지만, 여전히 소련 당시 건조된 수상 전투함이 태평양 내 러시아 해군의 주둔 기반이 되고 있다.
일반적으로 쿠릴열도 주변 지역의 상황은 전략적 측면에서 여전히 긴장된 상태다. 이 섬들은 러시아에게 군사적으로 큰 가치가 있다. 그리고 쿠릴열도에 군사적으로 주둔함으로써 러시아는 오호츠크해에 있는 전략 잠수함을 보호할 수 있다. 이를 위해 쿠릴 열도에는 해안 미사일 시스템인 바스티온(Bastion)과 발(Bal), 대공미사일 시스템인 토르(Tor)-M1-2U 배치되어 있다.
한편, 국가의 현대화를 위한 모든 노력에도 불구하고 태평양 함대는 현재 해안 지역에서만 효과적이다. 항공모함이 없고, 항공기 수가 부족하며, 현대식 대잠 무기를 갖춘 수상함이 부족하고, 대형 상륙함의 수도 최소한만 갖추고 있다. 따라서 현재 태평양 함대의 주요임무는 전략적 핵 억제력을 갖춘 잠수함을 보호하는 것이다.
태평양 함대의 주요 위협이 미국 뿐이라고 생각하는 것은 오산이다. 일례로 일본은 미국으로부터 토마호크 순항 미사일을 구매하고 있다. 일본은 또한 미사일 방어 시스템을 강화하는 데 많은 관심을 기울이고 있다. 여기에는 이지스 전투 정보 및 제어 시스템을 갖춘 구축함 배치와 탄도 미사일 방어 시스템 개선이 포함된다. 또한 일본은 센카쿠(댜오위다오) 열도 인근의 류큐 열도에 군사력을 증강하여 이 지역에서 중국의 해군 활동을 막고 있다.
일본은 이 섬들에 대함 미사일과 최신 감시 시스템을 배치하여 동중국해에서 일어나는 일을 감시할 수 있다. 또한 일본은 12형 미사일, F-35A 전투기용 합동 타격 미사일, 고정밀 공대지 순항 미사일 AGM-158 JASSM을 구매할 계획이다.
일본 해군은 러시아 및 중국 잠수함과 싸우기 위해 정기적으로 훈련을 실시한다고 덧붙일 것이다. 일본이 대잠 항공기 수에서 미국에 이어 세계 2 위를 차지하고 있다는 사실을 잊지 말아야 한다. 그 수는 러시아 해군의 항공기 수를 훨씬 초과하며, 미국 동맹국과 공동 임무를 수행할 수 있다.
미국은 한국과 긴밀한 전략적, 군사적 관계를 유지하고 있기 때문에, 태평양에서 입지를 확대하려는 태평양 함대에게도 한국 해군은 중요하다. 최근 몇 년 동안 한국 해군의 인프라는 원양 작전 수행이 가능한 해군으로 전환되고 있다.
2021년부터 2025년까지 채택된 한국 국방계획은 해군의 원정작전 확대와 새로운 군사장비 구매를 위한 국방 예산 증액에 중점을 두고 있으며, 한국의 군사 수출 확대도 목표로 하고 있다. 현재 한국은 군수품 수출 세계 9위를 기록하고 있으며, 2027년에는 4위를 달성할 것으로 예상된다.
한국 정부는 또한 F-15 전투기 60대를 업그레이드하는 27억 3천만 달러 규모의 프로젝트를 승인했다. 또한 한국, 미국, 일본 간 군사 협력은 여전히 활발하게 발전하고 있으며, 이는 태평양에서 러시아 해군의 활동에 직접적인 위협이 되고 있다.
대만은 태평양 함대의 지역 내 이익에 있어서 특별한 위치를 차지하고 있다. 그리고 무엇보다도 미국의 참여로 섬 주변에서 해상분쟁이 발생할 경우 중국과의 행동 조정이 가능하다는 점에서 그렇다. 최근 몇 년 동안 대만은 중국과의 대결 가능성에 대비하여 새로운 선박을 구매하고 자체 선박 디자인을 개발하여 해군력을 적극적으로 강화하고 있다. 대만은 중국군의 잠재적인 상륙 작전에 대응하기 위해 자체적으로 투오 치앙(Tuo Chiang) 시리즈 초계함과 고속 기뢰 부설 보트를 개발했다.
대만은 또한 노후화된 함정을 대체하고 대만 해협에서 대만 군대의 보급 효율성을 높일 ROCS 유산(Yushan) 상륙함도 건조하고 있다. 대만 당국은 또한 젠하이(Zhenhai)급 경호함을 계속 개발하고 있다.
미국과 역내 동맹국 모두의 해군력 증강을 평가하면 여러가지 중요한 결론을 내릴 수 있다. 따라서 태평양 함대는 미국과 동맹국의 결합된 해군 잠재력과 개별 전력(항공 모함, 디젤 잠수함, 군용 항공, 상륙 및 소형 선박)에 비해 비교할 수 없을 정도로 상당히 열등한 수준이다.
이러한 상황은 이 지역에서 분쟁이 발생할 경우 러시아의 군사 잠재력에 부정적인 영향을 미칠 수 있다. 예를 들어, 미국, 일본, 한국은 현재 고고도미사일방어(THAAD) 및 이지스 전투 시스템을 배치하고 있다. 이러한 체계는 분쟁 발생 시 태평양에 있는 미국 및 동맹국 군사 시설에 발사될 수 있는 태평양 함대의 탄도 미사일을 무력화할 수 있다.
미국과 동맹국들은 역내에 PAC-3(Patriot Advanced Capability-3) 미사일로 미사일 시스템 또한 가지고 있다. 이는 태평양 함대의 순항 및 전술 탄도 미사일 사용 효과를 감소시킬 수 있다.
한국은 북한의 위협에 대응하기 위해 독자적인 미사일 방어 시스템을 개발해 왔다는 점에 주목할 필요가 있다. 한국의 3축 방어 체계에는 킬 체인 선제 타격 시스템, 한국형 미사일 방어 미사일 요격 시스템, 한국형 대량 응징 및 보복 시스템이 포함된다.
미국은 일본과 한국에도 AN/TPY-2 레이더를 배치했다. 이들은 혼슈 섬 서해안의 교가미사키 기지와 아오모리 현 혼슈 섬 북단에 위치하고 있다. 이곳에서 태평양 함대 소속 선박의 활동에 대한 정기적인 감시가 이루어지고 있다.
한국은 자체 조기 경보 시스템을 갖추고 있다. KAMD 시스템, L-SAM 레이더, 미 해군과 함께 광범위한 미사일 방어 네트워크에 통합된 다양한 레이더 시스템을 사용하는 피스 아이(Peace Eye) 공중 조기 경보 및 통제 프로그램이 바로 그것이다.
대만에는 강력한 레이더 시스템도 있다. 미국에서 구입한 페이브 포스(PAVE PAWS) 레이더 단지는 섬에 있으며, 이곳에서는 여러 대의 E-2 호크아이 조기 경보 항공기가 운행 중이다. 이 모든 것을 통해 미군과 동맹국은 러시아와 태평양 함대가 가할 수 있는 군사 위협 정보를 신속하게 처리, 평가 및 전파할 수 있다.
미국과 역내 주요 동맹국 간의 높은 수준의 협력은 태평양 함대에 대한 합동 군사작전의 효율성을 높인다는 점을 유의해야 한다. 그리고 높은 정확도를 자랑하는 연합군의 미사일 유도 시스템은 잠재적 적의 세력으로부터 상당한 거리에서도 태평양 함대의 군함, 잠수함 및 보급선을 공격할 수 있다.
현재 미국이 운용 중인 고정밀 무기로는 토마호크, AGM-158 JASSM, SM-6 미사일이 있다. 일본은 12형 대함 미사일 형태의 고정밀 무기를 보유하고 있으며, 한국 함대는 현무 미사일을 보유하고 있다.
태평양 함대의 전반적인 군사력 감소에도 불구하고 주요 공격력은 여전히 현대식 핵잠수함이다. 따라서 미 해군과 동맹국의 주요 대응책은 이들과 싸우는 데 집중되어 있다. 이들은 P-8A 포세이돈 해상 초계기, MH-60R 시호크 헬리콥터 및 고급 소나 시스템을 가지고 있다. 이러한 시스템은 최신 소나 시스템이 장착된 수상함인 버지니아급 및 로스앤젤레스급 잠수함에 배치되고, 여기에는 알레이버크급 구축함과 타이콘데로가급 순양함이 포함된다.
이 모든 것이 미국과 동맹국이 태평양 함대 잠수함의 움직임을 성공적으로 추적하는 데 도움이 된다. 또한 무인 항공기는 태평양에서의 전투준비, 그리고 러시아-우크라이나 전쟁에서의 활용을 감안할 때, 태평양 함대와의 싸움에서 미 해군의 핵심 요소가 될 수 있다.
러시아-우크라이나 군사 분쟁 중 흑해 순찰에 적극적으로 사용된 미국 MQ-9 리퍼 드론의 사거리는 약 1,850km임을 기억해야 한다. 미국은 이미 일본 뿐만 아니라 태평양의 여러 기지에 이 드론을 배치했다. 일본 역시 고고도 장거리 무인 정찰기인 RQ-4B 글로벌 호크로 무장하고 있다. 한국도 이미 자체적으로 중고도 무인 항공기를 생산하기 시작했다.
미국과 동맹국 및 태평양 함대와의 경쟁이 활발하게 전개될 또 다른 영역은 기뢰 대책, 정찰 및 대잠 작전을 위한 무인 수중체다. 그 중요성은 러시아-우크라이나 전쟁 중 흑해 전투에서 확인되었는데, (영국, 독일 및 프랑스에서 공급된) 우크라이나 무인 수중체의 활동으로 인해 러시아 흑해 함대의 대부분이 크림 반도의 세바스토폴에서 노보로시스크(Novorossiysk)까지 강제로 이동해야 했다.
최신 수중 드론의 사거리는 수백 킬로미터에 달하기 때문에 태평양의 해안 및 해군 인프라에 대한 드론의 사용이 특히 효과적이라는 점에 유의해야 한다. 또한 미 해군을 위해 개발된 보잉 오르카와 같은 드론은 장시간 자율적으로 작동할 수 있다. 대잠수함 작전 및 감시를 위해 태평양에서 (미국의 씨헌터(Sea Hunter) 모델과 유사한) 무인 잠수정의 사용 범위도 확대되고 있다.
이 지역에서 태평양 함대의 지도부가 가장 우려하는 것은 미국과 동맹국이 무인 장비를 통해 선제타격을 가하는 것이다. 결국 러시아 함대 기지 근처에 이러한 무인기를 배치한다는 사실 자체가 함선과 군사 시설에 직접적인 위협이 된다. 무인 시스템은 운영자가 생명의 위협을 받지 않고 해군 기지와 가까운 곳에서 작전을 수행할 수 있기 때문에, 태평양에서 러시아와 미국 간의 충돌 가능성이 있는 초기 단계에서 정보를 수집하고 표적을 식별하며 타격을 가할 수 있는 이상적인 수단이다.
미국 및 동맹국과 러시아 간의 경쟁이 격화되고 있는 또 다른 영역이 있는데, 바로 군사 우주 분야이다. 미국의 조기 경보 위성은 이미 유사 러시아 장비보다 8배나 많다. 한국은 2023 년 말에 미국의 도움을 받아 첫 번째 정찰 위성을 발사한 후 두 개를 더 발사했다. 이 위성은 북한의 미사일 발사를 탐지하고 지속적으로 우주 정찰을 수행하도록 설계되었다.
일반적으로 미국의 해군 인프라가 러시아 연방 국경과 러시아 극동의 태평양 함대 기지에 점차적으로 접근하고 있다고 분명하게 말할 수 있다. 또한 태평양의 러시아 국경을 따라 미국과 그 동맹국의 항공 또는 해군 훈련이 정기적으로 개최된다.
이러한 훈련은 태평양 함대 선박의 이동의 자유를 부분적으로 제한하여 이 지역의 긴장을 고조시킨다. 러시아 군부는 지난 3 년 동안 쿠릴열도와 사할린 섬에 새로운 해군 시설을 건설할 뿐만 아니라 우크라이나와의 군사 분쟁 지역에서 전투 경험을 쌓은 군대를 포함하여 태평양 함대의 해안 군대와 해병대를 배치함으로써 군사력을 강화했다.
그 결과 다음과 같은 매우 흥미로운 상황이 전개되고 있다. 미국, 한국, 일본은 외교적으로 미묘한 차이가 있지만 오늘날 군사적 차원에서 긴밀한 공조를 유지하고 있다. 대만은 아시아-태평양 지역에서 통합 군사 행동을 조직하는 데 있어 (적어도 중국이 대만 합병 문제를 무력으로 해결하고 대만에 대한 자체 특수 군사 작전을 감행하려는 시도에 대비하여 대만을 방어한다는 측면에서는) 한-미-일 삼국에 이끌리고 있다.
그러나 러시아와 러시아의 중요한 군사 우방국들 사이에서는 태평양에서의 어떠한 협력이나 진정한 동맹도 이루어지지 않았다. 모스크바는 중국과 전략적 파트너십 계약을 맺고 있지만 협력 및 방위 동맹의 구성 요소가 전혀 없다는 것을 상기할 필요가 있다. 양측은 정치 및 무역 연계 강화를 선언했지만, 태평양 지역을 포함한 공동 군사 협력 개발에는 아무것도 하지 않는다. 미국과 역내 동맹국들의 위협이 모스크바와 베이징의 이익에 반하는 것으로 보일지라도 말이다.
양국 정상은 러시아와 중국에서 제2차 세계대전 승전일을 공동으로 기념하였다. 그러나 군사 협력 측면에서는 태평양에서 같은 함대를 대상으로 한 드물고 과시적인 합동 훈련을 제외하고는 관련된 협력이 진전되지 않았다.
러시아와 북한 간의 군사적 상호작용의 상황은 다소 다르다. 여기서 양국 지도부는 군사 분야 동맹에 대한 합의를 공식화했다. 하지만 북한은 이미 우크라이나 전선에 군대를 파견하겠다고 두 번이나 제안했지만 러시아 측은 솔직히 이를 두려워하고 있다. 그리고 우크라이나와의 3년간의 전쟁 끝에 모스크바는 푸틴 대통령 자신이 쿠르스크 지역에 3에서 5만 명의 북한 특수 부대가 존재할 뿐만 아니라 우크라이나 군과의 전투에 직접 전투에 참여한다는 사실을 “갑자기” 인정했다.
그럼에도 불구하고 국가 간의 “긴밀한 군사 협력”이라는 용어가 서류에만 기록되고 실제로 구현되지 않는다면, 그 의미는 여전히 불분명해진다. 러시아 군 지도부는 북한이 (필요하다면) 최대 25만 명의 병력을 러시아 최전선에 배치할 수 있으며 (이 병력은 몽골과 접경한 러시아 시베리아 지역의 부랴트 지역에서 우선적으로 훈련됨), 이 지역에서 미국의 평화 구상이 실패하면 2 내지 3주 내에 일부 주요 전선에서 우크라이나 군을 무너뜨릴 수 있다고 추정했다.
중국 측에서는 북한군과의 군사 협력이 사실상 존재하지 않는다. 그리고 이것은 아시아-태평양 지역에서 심각한 군사 분쟁이 발생하면 태평양 태평양 함대를 보유한 러시아도, 그리고 중국과 북한 모두 협력하지 않을 것이라는 사실을 다시 한 번 확인시켜준다. 하지만 태평양 지역에서 진정한 글로벌 위기가 발생할 경우, 특히 역내 항구에서 각자의 해군 시설을 공동으로 사용할 경우 군사 구조와 무기의 일부 요소를 서로에게 제공할 수 있다.

In the current situation in Northeast Asia, the defense activities undertaken by major powers are creating a very tense environment in the region. Rivalry between a number of them is leading to increased mistrust, plus numerous territorial disputes in the East Sea, East China, Yellow and Philippine Seas are intensifying.
Japan still maintains claims to the Russian Kuril Islands, which belonged to Russia after the end of World War II. And after Washington announced the strategic turn of the United States towards Asia, a new impetus was given to strengthening and expanding the American military presence in the region, developing American military cooperation with Japan, South Korea and Taiwan, and large-scale joint military exercises began to be held more often.
The decision by the US military to increase the indefinite presence of 100,000 US troops in the region in 1995 was prompted by the threat of potential conflict on the Korean Peninsula, new strategic challenges from China, and a general need to demonstrate determination to defend American interests in the Asia-Pacific region.
It is also worth considering that the US-Japan military alliance has been significantly strengthened since the approval of new defense initiatives in 1999, under which Japan expanded the United States’ access to its military and transportation facilities on Japanese territory. Japan also agreed to participate in joint military operations “in the adjacent areas” outside the country, which automatically expanded Japanese support for the United States in the region and beyond (for example, during the Iraq War in 2003-2005).
And although the United States, after the Trump administration came to power, has made it clear several times that it will pay less attention to strengthening relations with South Korea and Japan than before, Russia still views the United States as its main adversary in the region. And it is trying in every way to strengthen military and political ties with both China and North Korea.
It is also worth noting that since 2012, Russian President Vladimir Putin has officially repeatedly emphasized the importance of the region for Russia’s future, as well as the alleged need for Moscow to pivot to Asia, but it has not achieved much success in this direction. The focus on the Asia-Pacific region has become even more important for Russia after the start of the military conflict with Ukraine and the almost complete freezing of relations in the Western direction, in particular with Europe.
Now let’s see to what extent Russia’s positions in the Pacific Ocean actually correspond to its political and strategic interests declared by the country’s president. Thus, the Russian Pacific Fleet has significantly reduced its potential after the collapse of the USSR, especially in the 1990s and 2000s. Many ships of the former Soviet fleet were decommissioned, and new vessels were not commissioned. The situation began to change for the better only in the early 2010s.
An example of the gradual development of the Russian Pacific Fleet is the inclusion of new Project 955 Borey-class ballistic missile submarines. They are equipped with intercontinental ballistic missiles for nuclear deterrence of the United States in the Pacific Ocean. The recent order from the state for new non-nuclear Varshavyanka-class submarines is intended to strengthen the underwater capabilities of the Russian Pacific Fleet and protect its ballistic missile submarines.
Meanwhile, the clearly obsolete Soviet-built surface combat ships remain the basis of the Russian naval presence in the Pacific Ocean, despite the relatively recent commissioning of the frigate Admiral Gorshkov and the corvettes Gremyashchiy and Steregushchiy.
In general, the situation in the region around the Kuril Islands remains tense in strategic terms. These islands are of great military value to Russia. And the military presence on the Kuril Islands allows Russia to protect its strategic submarines based in the Sea of Okhotsk. For this purpose, the coastal missile systems Bastion and Bal, as well as the anti-aircraft missile systems Tor-M1-2U, are deployed on the Kuril Islands.
Meanwhile, despite all the efforts to modernize it on the part of the state, the Russian Pacific Fleet is currently effective only in the coastal zone. It has no aircraft carriers, an insufficient number of aircraft, a shortage of surface ships with modern anti-submarine weapons, and a minimal number of large landing ships. Therefore, the key tasks of the Russian Pacific Fleet at present remain the protection of submarines of the strategic nuclear deterrent forces.
I think it would be a mistake to think that the main threat to the Russian Pacific Fleet is only the United States. For example, Japan is purchasing Tomahawk cruise missiles from the Americans. Tokyo is also paying special attention to strengthening its missile defense systems. This includes the deployment of destroyers equipped with the Aegis combat information and control system and the improvement of ballistic missile defense systems. In addition, Japan is expanding its military presence in the Ryukyu Islands near the Senkaku (Diaoyu) Islands, preventing China’s naval activity in this region.
The Japanese have deployed anti-ship missiles and modern surveillance systems on these islands, which allows them to monitor what is happening in the East China Sea. Tokyo also plans to purchase Type-12 missiles, Joint Strike missiles for F-35A fighter-bombers and high-precision air-to-surface cruise missiles AGM-158 JASSM.
I will add that the Japanese Navy regularly conducts exercises to combat Russian and Chinese submarines. Let’s not forget that Japan ranks second in the world after the United States in the number of anti-submarine aircraft. Their number significantly exceeds the number of similar aircraft in the Russian Navy, plus they are capable of carrying out joint missions with American allies.
Due to the fact that the United States maintains close strategic and military relations with South Korea, Seoul’s naval forces are also important for the Russian Pacific Fleet in planning to expand its presence in the Pacific Ocean. In recent years, South Korea’s naval infrastructure has shifted to the creation of an ocean-going navy.
The adopted South Korean defense plan for 2021-2025, which focuses on expanding the navy’s expeditionary operations and increasing the defense budget for the purchase of new military equipment, is also aimed at expanding the country’s military exports. Currently, South Korea ranks 9th in the world in terms of military exports, and by 2027, Seoul is expected to rank 4th.
The South Korean government has also approved a $2.73 billion project to upgrade its fleet of 60 F-15 fighters. In addition, trilateral military cooperation between the United States, Japan, and South Korea is still actively developing, which also poses a direct threat to the activities of the Russian Navy in the Pacific Ocean.
Taiwan occupies a special place in the interests of the Russian Pacific Fleet in the region. And above all – in terms of possible coordination of actions with China in the event of a naval conflict around the island with the participation of the United States. In recent years, Taiwan has been actively strengthening its naval forces by purchasing new ships, developing its own ship designs for a possible confrontation with China. The Taiwanese have developed their own Tuo Chiang series corvette, as well as high-speed mine-laying boats to counter potential landing operations by Chinese troops.
Taiwan is also building the ROCS Yushan landing dock ship, which will replace outdated ships and increase the efficiency of supplying the island’s armed forces in the Taiwan Strait. The island’s authorities are also continuing to develop light frigates of the Zhenhai class.
Assessing the build-up of naval power by both the United States and its allies in the region, a number of important conclusions can be made. Thus, the military group of the Russian Pacific Fleet is significantly inferior to both the combined naval potential of the United States and its allies, and to individual positions (aircraft carriers, diesel submarines, military aviation, landing and small ships) and cannot be compared with them at all.
Such a situation is guaranteed to have a negative impact on Russian military potential in the event of a conflict in the region. For example, the United States, Japan, and South Korea are currently deploying the Terminal High Altitude Area Defense (THAAD) and Aegis combat system. These systems can neutralize ballistic missiles from the Russian Pacific Fleet that could be launched at US and allied military facilities in the Pacific Ocean in the event of a conflict.
The United States and its allies also have Patriot Advanced Capability-3 interceptor missiles in the region. These systems are clearly capable of reducing the effectiveness of the Russian Pacific Fleet’s use of cruise and tactical ballistic missiles.
It is worth noting that South Korea has developed its own missile defense systems to counter threats from North Korea. This Three Axis defense system includes the Kill Chain preemptive strike system, the Korea Air and Missile Defense missile interception system, and the Korea Massive Punishment and Retaliation system.
The United States has also deployed AN/TPY-2 radars in Japan and South Korea. They are located at the Kyogamisaki base on the west coast of Honshu Island and the northern tip of Honshu Island in Aomori Prefecture. From there, regular surveillance of the activities of the ships of the Russian Pacific Fleet is conducted.
South Korea has its own early warning systems. This is the KAMD system, L-SAM radars, the Peace Eye Airborne Early Warning & Control program using various radar systems that are integrated into a wide missile defense network together with the US Navy.
Taiwan also has powerful radar systems. By the way, the PAVE PAWS radar complex purchased from the US is located on the island, which has several E-2 Hawkeye early warning aircraft under its service. All this allows the US armed forces and their allies to quickly process, evaluate and disseminate the information received about a possible military threat from Russia and its Pacific Fleet.
It is important to note that the high level of cooperation between the United States and its main allies in the region increases the effectiveness of their joint military operations against the Russian Pacific Fleet. And the high precision of allied missile guidance at long distances allows them to hit warships, submarines and supply ships of the Russian Pacific Fleet even at a considerable distance from the forces of a potential enemy.
Today, the high-precision weapons in service with the United States include Tomahawk, AGM-158 JASSM, SM-6 missiles. Japan has high-precision weapons in the form of Type 12 anti-ship missiles, and the South Korean fleet has Hynmoo missiles.
Despite the reduction in the overall military potential of the Russian Pacific Fleet, its main striking force remains modern nuclear submarines. Therefore, the main countermeasures of the US Navy and its allies are concentrated on fighting them. These are P-8A Poseidon maritime patrol aircraft, MH-60R Seahawk helicopters, and advanced sonar systems. These systems are deployed on Virginia and Los Angeles class submarines, surface ships equipped with modern sonar systems. Such vessels include Arleigh-Burke class destroyers and Ticonderoga class cruisers.
All this helps the Americans and their allies successfully track the movements of submarines of the Russian Pacific Fleet. And given the active use of unmanned aerial vehicles in modern systems to ensure the combat readiness of fleets in the Pacific Ocean (and given their use in the military conflict between Russia and Ukraine), they can become a key factor for the US Navy in the fight against the Russian Pacific Fleet.
Let me remind you that the same American MQ-9 Reaper drone (which is actively used to patrol the Black Sea during the Russian-Ukrainian military conflict) has a range of about 1,850 kilometers. The Americans have already deployed them at a number of bases in the Pacific Ocean, as well as in Japan. Japan itself is armed with the RQ-4B Global Hawk, a high-altitude, long-duration UAV. South Korea, in turn, has already begun producing its own Medium-Altitude Unmanned Aerial Vehicle.
Another area where the US rivalry with its allies and the Russian Pacific Fleet will actively develop is underwater unmanned vehicles for mine countermeasures, reconnaissance, and anti-submarine operations. The relevance of this topic is confirmed by the course of the Russian-Ukrainian confrontation in the Black Sea, where it was precisely because of the actions of Ukrainian unmanned underwater vehicles (they are supplied to it by Great Britain, Germany, and France) that most of the Russian Black Sea Fleet was forced to relocate from Sevastopol, Crimea to Novorossiysk.
It should be noted that the range of modern underwater drones reaches hundreds of kilometers, which makes their use against coastal and naval infrastructure in the Pacific Ocean especially effective. And drones such as the Boeing Orca, created for the US Navy, can operate autonomously for a long time. The scope of use of unmanned surface vehicles in the Pacific Ocean (analogous to the American Sea Hunter models) for anti-submarine operations and surveillance is also expanding.
It is the unmanned component of the possible forces of the United States and its allies to deliver a preemptive strike that most worries the leadership of the Russian Pacific Fleet in the region. After all, the very fact of deploying such unmanned vehicles near the bases of the Russian Pacific Fleet creates a direct threat to its ships and military facilities. The ability of unmanned systems to operate in close proximity to naval bases without risk to the lives of operators makes them an ideal means of collecting intelligence, identifying targets and delivering strikes at the initial stages of a possible conflict between Russia and the United States in the Pacific Ocean.
There is another area where the rivalry between the United States and its allies on the one hand and Russia and its Pacific Fleet on the other is intensifying – this is military space. American early warning satellites already outnumber similar equipment in Russia by eight times. South Korea launched its first reconnaissance satellite with the help of the Americans at the end of 2023, and then two more. These satellites are designed to detect missile launches by North Korea and conduct space reconnaissance on an ongoing basis.
In general, it can be confidently stated that the naval infrastructure of the United States is gradually approaching the borders of the Russian Federation and the bases of the Pacific Fleet in the Russian Far East. Also, along the Russian borders in the Pacific Ocean, exercises of the aviation or naval forces of the United States and its allies are regularly held.
These exercises partially restrict the freedom of movement of ships of the Russian Pacific Fleet, increasing tensions in the region. For its part, the Russian military department has strengthened over the past three years, the grouping of troops on the Kuril Islands and Sakhalin Island, not only by creating new naval facilities, but also by deploying marine forces with coastal troops of the Pacific Fleet, including those who gained combat experience in the zone of military conflict with Ukraine.
As a result, the following very curious situation is developing. While the United States, South Korea and Japan, even with certain nuances of high diplomacy, today maintain close coordination of their actions at the military level. Taiwan gravitates towards them in organizing unified military actions in the Asia-Pacific region – at least in terms of defending the island in the event of China’s attempt to resolve the issue of Taiwan’s annexation by force and carry out its own special military operation against it.
But on the part of Russia and its supposedly important military allies, no cooperation or real alliance is observed in the Pacific Ocean. Let me remind you that Moscow has a strategic partnership agreement with China, but there is absolutely no component of cooperation and defense alliance. Both sides declare their strengthening political and trade links (the bilateral trade will grow up to 400 bln dollars by 2030) but they do absolutely nothing in the development of joint military cooperation – including the Pacific Ocean area. Although, it would seem, the threats from both the United States and its allies in the region are directed against the interests of both Moscow and Beijing.
Both leaders jointly celebrated Victory Day in World War II in both Russia and China. But in terms of military cooperation, with the exception of rare joint – and even more ostentatious – exercises of the same fleets in the Pacific Ocean, related cooperation has not moved forward.
A somewhat different situation in the region in the military interaction between Russia and North Korea. Here, the leadership of both countries has officially formalized an agreement on an alliance in the military sphere. However, Pyongyang has already twice offered to send its military contingent to the Ukrainian front, but the Russian side is frankly afraid to do so. And after three years of war actions with Ukraine Moscow “suddenly” acknowledged – by President Putin himself – not only the presence of 30-50 thousand North Korea special military units in Kursk region but their direct combat participation in fighting with Ukranian troops.
Nevertheless, it is still unclear what the term “close military cooperation” between the countries means if it is recorded only on paper, but is not implemented in practice? The Russian military leadership presumed that North Korea (if necessary) can deploy up to 250 thousand troops in Russia along the front line (these troops are firstly trained in Buryatia region in Russian Siberian region bordering with Mongolia), and if the peace initiatives of US in this region fail, they can break the front with Ukraine on some key sectors within 2-3 week-time.
On the Chinese side, military cooperation with the North Korean army is practically non-existent. And this once again confirms the fact that if an acute military conflict arises in the Asia-Pacific region, neither Russia with its Pacific fleet, nor China with North Korea and their armed forces will act and coordinate their efforts together. Although, I think, they can provide some elements of the military structure and weapons to their partners in the event of a truly global crisis in the Pacific Ocean region, especially in case of joint use of their respective naval facilities in the ports of the region.
