Alliance Modernization and Future of the ROK-US Alliance

Since the inauguration of the 2nd Trump administration, the American leaders in Washington stopped talking about liberal democracy, human rights, international norms, openness, etc. They seem busy restoring and securing America, chanting ‘America First’ and ‘MAGA.’ Under the Trumpian reform initiatives, they seem fully committed to reestablishing the values, renewing the institutions, and redirecting the priorities of the nation. Domestically, they have been preoccupied with dismantling unnecessary government agencies, rebuilding manufacturing industry, cracking down on illegal immigration and drug trafficking, etc. Externally, ‘America First’ diplomacy combined with a tariff war against the world let America’s relationship with the world barrel into uncharted terrain. In the areas of security, they have declared a shift to a ‘transactional alliance policy’ toward their allies in Europe and Asia, while not talking about ‘value-sharing’ any more. These changes signify a reduction in the image of the ‘sacrificial and altruistic Uncle Sam’ that the nation has played for decades by contributing to stability and peace in the world order. This change may be partly an inevitable adjustment brought about by the relative decline of American power on the global stage and the increasingly vocal demands within the United States to prioritize American national interests. As a result, countries around the world, recognizing the changing America as the new normal, are negotiating with or resisting the changing America to seek their own survival. South Korea is not an exception.
